Job description
Purpose
Support the financial and administrative management of the ECHO PPP project as well as other Norwegian Red Cross supported projects.
Strategic responsibilities
The NorCross Finance and Administration Officer (FAO) will provide financial and administrative support needed for the SRCS ECHO – PPP and other NorCross supported projects under the technical supervision of the NorCross Finance and Administration team in Nairobi and overall direction of the NorCross Country Programme Manager
Financial responsibilities
- Perform the accountancy, financial monitoring, and control of budgets for NorCross supported projects in compliance with the NorCross Operational Manual, the Finance and Accounting Manual (FAM) and the ECHO financial regulations.
- Assist the program team and NorCross CPM in the development and revision of project budgets
- Perform quality checks on all budgets and uploading on FP &A in consultation with the Finance and Administration team in Nairobi
- Follow up with the projects for the monthly receipt of the financial returns, both soft and hard copies, and conduct the first check, reporting any findings to the Finance and Administration team in Nairobi.
- Ensure that all expenses as per the financial returns have been entered correctly into the system.
- Preparing posting templates and making postings on Agresso in consultation with the Finance and Administration team in Nairobi
- Ensure that all procurements are in line with donor requirements with the relevant supportive documents provided.
- Ensure that all project expenditure authorization process is as per the approval matrix.
- Ensure that the monthly cash requests, bank and cash reconciliations, cash counts, and BVAs are done in time, approved and uploaded into the system.
- Conduct the first check of the monthly cash requests alongside the approved budgets, the expenditure to date in the project BVAs and activity plans.
- Prepare the necessary documents for bank transfers in consultation with the Finance and Administration team in Nairobi .
- Ensure timely transfer of funds to the different projects in coordination with the Finance and Administration team in Nairobi
- Ensure timely payments to NorCross suppliers in coordination with the Finance and Administration team in Nairobi
- Prepare the cash requests and forecasts.
- File and label all payments/receipts (invoices, receipts and cover documents) in the appropriate finance files.
- Prepare liquidation/expenses reports and attach all relevant supporting documentation for verification and approval
- Assist with audit preparation including running financial statements, retrieving documents, preparation of audit files plus supporting documentation.
- Conduct regular travels to oversee financial activities in the field and their compliance with international standards
- Perform any other duties as may be directed by the line manager.
A Administration
- Assist in administration duties related to NorCross supported projects.
- Develop and maintain the asset registers for the different projects as per donor guidelines.
- Assist in monthly consumables inventory management and control.
- Make travel arrangements including tickets, visas, hotel bookings, office correspondences, minor purchases for Field Office staff and visitors.
- Perform any other duties as may be directed by the line manager.
Collaboration
- Consistently provide support to NorCross and ensure compliance to donor financial regulations.
- Collaborate with SRCS and give guidance on donor requirements for fund management
Skills and qualifications
Formal Competence
- Relevant university degree or equivalent qualification in finance/accounting or related degree.
- Accounting qualifications such as Certified Accountant, Chartered Accountant, CPA, ACCA or equivalent.
- 2 years’ experience in a similar role.
- Prior experience working with an ECHO funded project will be an added advantage.
Personal qualifications, skills and knowledge
Skills and knowledge
- Advanced knowledge of accounting concepts, financial management and use of financial applications (e.g. Agresso and Advanced use of excel)
- Understanding of internal control and treasury management concepts
- Ability to analyze financial transactions.
- Proven ability to engage discretely and tactfully with internal and external stakeholders.
- Advanced skills in computer productivity applications (Word, Excel, PowerPoint and Outlook).
