    Job Description

    A. AREAS OF RESPONSIBILITY 

    Define the main areas and objectives that the job is responsible for: 

    1. Provide technical and management oversight to WASH Officers under your portfolio.  This includes ensuring all direct reports have clear performance objectives and targets, and their reviews conducted in line with NCA guidelines. 

    1. Under the leadership of Puntland Regional Manager and in collaboration with WASH regional staff, ensure effective planning of WASH Programme and oversee successful implementations of projects, baseline data collection, monitoring and reporting of WASH Programme results and targets.  

    1. Attend WASH cluster meeting at regional level, both visual and physical. 

    1. Provide support to both NCA and partners WASH staff for strengthening their technical capacity.  

    1. Contribute to the design of new project proposals based on WASH needs and gaps and lead WASH aspects of technical assessments in coordination with other thematic areas with the WASH cluster and interagency cluster fora. 

    1. Ensure provision of technical quality programme assurance in all aspects of design including the  development of accurate Bill of Quantities ( BoQs), planning, and implementation of WASH and infrastructure interventions with the support of NCA WASH Engineer. Promote accountability, communicate expectation and provide feedbacks/solutions.  

    2. Facilitate and maintain a good professional relationship between NCA staff, communities and contractors while observing work ethics including the organizational Code of Conduct and accountability framework. 

    B. MAIN TASKS 

    List of the primary tasks that are required to achieve the objectives and areas of responsibility defined above: 

    WASH General  

    • Ensure that high quality work plans, and reports are produced, submitted, followed up or revised and submitted as required (quarterly, bi-annually and annually), both by field staff and partners. 

    • Complete budget pipeline planning, monitoring and monthly follow up in coordination under the leadership of Puntland Regional Manager 

    • Supervise and be responsible for all the technical aspect for project implementation, make sure that contractors complete project work in a timely, efficient and accurate manner with respect to standard engineering 

    • Work with PMER Unit to measure outcome indicators and outputs to determine the success of interventions. 

    • Prepare bi-weekly, quarterly and interim donor reports for relevant activities under the guidance of the Regional Manager and WASH Advisor. Supervise and mentor Puntland WASH Programm team members and provide information, tools and resources to improve performance & reach objectives and goals of the sector.

    Technical WASH management (Infrastructure) 

    • Facilitate appropriate community involvement in the design and delivery of essential WASH services and facilities.

    • Ensure cross-cutting issues are incorporated into the WASH programming 

    • Contribute towards the development of Bills of quantity ( BOQS) for WASH infrastructure according to required requirements and minimum standards 

    • Develop work plans for proposed activities and report against these schedules 

    • Install WASH infrastructure and equipment to all facilities within the program and ensure  quality technical works and construction progress 

    • Supervise the work of project based partners and  contractors to ensure observance of required standards and quality of work 

    • Establish and oversee implementation of WASH management systems and supervise regular monitoring ( e.g., water quality testing) 

    • Monitor, supervise and assist in the implementation of WASH activities, with emphasis of capacity building for communities to achieve behavior change 

    • Contribute as needed during assessments 

    • Contribute and support development and dissemination of IEC materials to enhance learning 

    • Work closely with logistics team to develop and share procurement plans as per requirements 

    • support the WASH sector in ensuring implementation of the complaints mechanism and ensure feedback is timely to the beneficiaries. 

    • Produce at least one case study per year of the best practices in WASH programming 

    Capacity Building 

    • Assess and advise on capacity building needs within the team to ensure effective developments of the quality standards for the WASH activities. 

    • Use participatory approaches as a far as possible throughout the programme cycle, in training, and in the use of tool kits and other materials. 

    • Identify training needs of communities and partners and develop training plans for the same 

    • Work closely with other sectors to support the operation and maintenance of water supply and  sanitation during trainings and monitoring 

    C. OTHER DUTIES / FUNCTIONS ASSIGNED TO THE POSTION

    • Represent NCA in WASH Cluster coordination meeting and humanitarian fora meetings in the area of jurisdiction.  

    • Undertakes any other tasks as assigned by the Area Coordinator and/or his designate. 

    • Take logs on  Feedback received under CRM using provided documentation 

    • Support the set-up and management of the complaints and reporting mechanism and support structures  

    • Represent NCA in relevant in-country networks connected to SHEA and/or CS work.

    Skills and Qualifications
