Position Title: Program Officer – IMPACT Project (Shaqodoon)
Duty Station: Garowe, Puntland (with regular travel to Bosaso and Lasanod)
Organization: Shaqodoon Organization
Project: Initiative for Marketable Practices in Agri-business, Circular Economy and Technology (IMPACT)
Reports to: Regional Program Coordinator, Shaqodoon
Duration: 12 Months (renewable based on performance and funding)
Start Date: 1st July 2025.
1. Background
The Initiative for Marketable Practices in Agri-business, Circular Economy and Technology (IMPACT) is a three-year program (2025–2027) funded by the European Commission and implemented by a consortium led by Save the Children Denmark (Red Barnet Danmark) with implementing partners including Shaqodoon, ADRA, and Windle International. The project supports Somalia’s shift toward a green and inclusive economy by equipping youth and vulnerable groups with marketable green skills, enhancing TVET institutions, and fostering public-private partnerships.
Shaqodoon is responsible for the implementation of some components in Garowe, Bosaso, and Lasanod, with a focus on green skills development, entrepreneurship support, and youth empowerment. The project targets 12,500 direct beneficiaries, including TVET trainees, secondary school learners, and youth entrepreneurs ensuring inclusion of women, persons with disabilities, and marginalized groups.
2. Purpose of the Role
The Program Officer will be responsible for leading and coordinating Shaqodoon’s components of the IMPACT project in the target locations. This includes day-to-day implementation, partner coordination, engagement with local authorities, and ensuring that all activities are delivered to a high standard, on time, and within budget.
3. Key Responsibilities
A. Project Implementation
· Oversee facilitate the execution of all Shaqodoon-led activities in the three target locations.
· Ensure quality control of training delivery and beneficiary engagement.
· Represent Shaqodoon in local and regional consortium coordination platforms.
· Collaborate with local government officials and relevant ministries to ensure alignment with public sector priorities.
· Participate joint planning and reporting with consortium partners at the regional level.
· Track progress against project indicators and support timely data collection.
· Prepare narrative and data-driven reports for internal and external stakeholders.
· Document lessons learned and support learning events and after-action reviews.
· Coordinate logistics, procurement requests, and implementation planning with Shaqodoon's support teams.
· Ensure activity documentation is complete, accurate, and audit ready.
· Uphold compliance with EU donor regulations and Shaqodoon internal procedures.
Skills and qualifications
3. Qualifications & Experience
· Bachelor’s degree in development studies, Environmental Science, Economics,
Agriculture, or a related field. Master’s degree is an asset.
· Minimum 3 years of professional experience in project implementation or coordination, ideally within livelihoods, education, or youth employment programs.
· Experience working with international donors (EU preferred) and in multi-agency consortia.
· Understanding of Puntland’s institutional, social, and development context.
· Strong coordination, facilitation, and interpersonal communication skills.
· Proficiency in Somali and English (written and spoken).
· Ability to travel regularly to remote field sites with minimal supervision.
4. Travel Requirements
· This position requires regular travel to Bosaso, Lasanod, and surrounding implementation areas.
5. Safeguarding & Code of Conduct

Shaqodoon’s safeguarding, PSEA, and code of conduct policies, and to undergo a background check.
