Position: Finance Officer

Purpose:
Support the German red cross (GRC) country team in ensuring efficient, effective, and timely financial management and administration of GRC supported projects with the Somali Red Crescent Society (SRCS).
Job duties and responsibilities
Based on joint work planning, the Finance Officer will independently, but in frequent collaboration and coordination, perform the following duties, as agreed with the German Red Cross Finance Delegate:
1. Internal Control and Compliance:
a. Work closely with SRCS and the project team to ensure compliance with SRCS-GRC and donor regulations in implementing the project activities.
b. Ensure the completeness of all documentation.
2. Financial Reporting:
a. Ensure timely and accurate monthly reporting of all expenditure in the GRC system.
b. Prepare and confirm monthly reconciliation of working advance ledgers between SRCS and GRC.
c. Ensure accurate cost allocations and reporting. Avail the monthly reports to the budget holders and GRC Finance Delegate for verification and signing.
d. For annual reporting, ensure all relevant books in the system have been closed properly and on time as of 31 December and all information sent to GRC HQ.
e. Generate and review the annual inventory lists, staff lists as well as time sheets for all projects.
3. Financial Management and Audit:
a. Support projects managers with the BVAs and spread of operating budgets and advise project managers accordingly.
b. Ensure all payments are done timely and accurately with the approval of the budget holder ascertaining all necessary supporting documentation are attached.
c. Assist in maintaining and avoiding any delay in the monthly financial procedures and work with the finance team in the project to maintain a proper financial reporting timeline.
d. Prepare monthly reconciliation of receivables accounts, projects bank and cash balances ensuring monthly cash counts match the fiscal balances with the GRC system balances.
e. Support in the preparation of the Fund request. Inform the projects managers on the available funds in the country to ensure proper cash flow management from HQ to the GRC bank accounts.
f. Monitor accounts to ensure the expenditures are booked in the correct cost centre, budget lines and items, ensuring donor compliance and financial requirements.
g. Avail and follow up on feedback to SRCS project team on the monthly financial report as well as respond to feedback sent by the GRC Finance Delegate.
h. Support the German Finance Delegate in responding to external audit queries.
4. Procurement, Administration and Support:
a. Support GRC project delegates in the review of tenders, supplier lists, and contracts review.
b. Advises and support on GRC general administration matters such as postal, internet and communication services, office consumables, GRC meetings, and events.
c. Ensure regular update of GRC Office and project inventory.
d. Maintain proper archiving of all accountabilities and project documents.
e. Maintain a data base and contacts for vendors of GRC.
f. Support in supervision of GRC delegation volunteers.
5. Perform other duties as required.
Skills and qualifications
Education
§ Bachelor’s degree in accounting/finance from a reputed institute.
§ ACCA qualification or working towards ACCA qualification preferred
Experience
§ Minimum 3 years of financial management or auditing experience within the NGO sector with a focus on supporting local partners.
§ Experience in working with the Red Cross Red Crescent Movement.
§ Experience and knowledge of international donor financial management requirements, including DG-ECHO.
§ Experience in budget preparation and follow-up
§ Experience of working in a consortium setting.
Knowledge and Skills
§ Knowledge of standard internal control procedures and practices.
§ Demonstrated experience with accounting software, including Sage.
§ Ability to prioritise and coordinate multiple tasks
§ Demonstrated capacity to produce results timely and rigorous.
