Overview of position
Somalia Urban Resilience Project - Phase 2 (SURP - II) is a municipal governance & infrastructure development project financed by the World Bank & its partners, aimed at improving access to urban infrastructure & strengthening municipal governance in Somalia. Our client is providing technical assistance to the SURP - II works implementation at 4 municipalities Baidoa, Garowe, Kismayo & Mogadishu. The works involve construction of urban roads, drainage works, office buildings, rehabilitation & maintenance of the selected urban infrastructure & installation of streetlights. The work implementation is managed by the Project Implementation Unit (PIU) of the respective municipality using private sector contractors. Our clients technical assistance includes the contracts management &d construction supervision support to the PIU to ensure the works are implemented in accordance with the technical design, specifications & engineering standards as specified in the civil works contract documents & also in compliance with environmental & social safeguards standards. Working alongside with the PIU, our client also contributes to strengthen PIU staff capacity through ‘on the job’ training.
Role objectives
The Road Construction Inspector will assist in the site supervision & reporting activities, under the guidance of the Resident Engineer. The specific roles and responsibilities will include:

Assist the Engineer in day to day supervision of the construction works in checking the contractors works & maintaining daily site diaries on progress & works quality.

Assist the Environmental & Social Safeguard Specialist in the monitoring of the social & environmental impact management activities of the works by the contractor(s) & keeping of the records.

Assist the Engineer in taking measurements of contractor(s) completed works in order to verify the contractor(s) submitted invoices for the works completed.

Assist in the site surveys, material sampling & other duties related to the works implementation progress monitoring & quality control as directed by the Engineer.
Project reportingunder the guidance of the Resident Engineer.
Skills and qualifications
Key competencies
-
Bachelor's degree or a diploma in civil engineering will be an asset with a minimum of 3 years of experience in civil construction works is required.

Excellent command of Somali & English language (oral & written) is required.

Ability to plan, organise, manage & implement work assignments, juggle competing demands & work under pressure of frequent & tight deadlines.

Demonstrated ability to apply good judgement & decision making skills.

Strong interpersonal skills & ability to establish & maintain effective partnerships & working relations with people in a multicultural, multi ethnic environment with sensitivity & respect for diversity.
Team management
This role has no team management responsibility.
