Job Title: Project Lead - WASH
Location: Garowe, Puntland State (with frequent travel to Burtinle and project sites).
Direct report. Area Manager
Technical Reporting line: Senior Community Health Specialist
Expected Travel: 50%
Employment duration: 12 months (renewable based on performance and funding).

Summary of the key functions,
The Project Lead will provide strategic and operational leadership for the successful implementation of the in-line chlorination (ILC) pilot project in Garowe and Burtinle districts. This role will ensure that the project aligns with both international and national
water quality standards and meets donor reporting requirements. The Project Lead will oversee all programmatic, financial, coordination, and reporting aspects of the project and provide mentorship to project staff.
II. RESPONSIBILITIES AND TASKS
Responsibility Program development
#1 Program Oversight & Technical Leadership
Provide overall leadership in planning, implementation, and monitoring of project activities in accordance with organizational and donor guidelines.
Ensure project activities align with national WASH policies and WHO standards for water safety.
Lead the selection, deployment, and performance tracking of in-line chlorination devices and associated systems.
#2 Team Management & Mentorship
Supervise and mentor WASH Officers in Garowe and Burtinle to ensure timely delivery of technical and community engagement components.
Organize and lead quarterly pause-and-reflect meetings for project learning and adaptive management.
Jointly with SBCC lead, facilitate capacity building and performance support for local technicians and FHWs involved in project delivery.
#3 Donor Compliance & Reporting
Prepare and submit high-quality donor reports (monthly, quarterly, and annually) in collaboration with M&E, technical and finance teams.
Oversee budget management, tracking expenditures against planned activities and ensuring efficient use of resources.
Participate in the Monthly Project Financial Review (MPFR)
#4 Procurement and Supply Chain
Oversee procurement processes related to chlorination systems and water quality monitoring equipment in coordination with the operations team.
Ensure timely delivery and distribution of project materials and supplies to target locations.
Support in the documentation of asset registration related to the project.
#5 Coordination & Representation
With the Support of the Area Manager, act as the focal point for engagement with the Ministry of Water, WASH Cluster, and other relevant stakeholders to help foster exchanges of program information and best practices.
Participate in coordination meetings and present project progress, lessons
learned, and implementation challenges. Support advocacy efforts to promote chlorination policies and water safety regulations in Somalia.
Skills and qualifications
QUALIFICATION
A. EDUCATION/TRAINING
Bachelor’s degree in Water Engineering, Environmental Health, Public Health, or related field from a recognized institution (Master’s degree is an added advantage).
B. WORK EXPERIENCE AND SKILLS
Minimum of 5 years’ experience managing WASH programs in Somalia, preferably with a focus on water treatment and public-private partnerships.
Proven experience in budget oversight, donor compliance, and preparing technical reports.
Strong knowledge of WASH cluster systems, national coordination structures, and NGO operations in Somalia.
Strong leadership, mentoring, and team coordination skills.
Excellent communication and negotiation skills with government officials, donors, and community stakeholders.
Proficiency in English and Somali languages.
Advanced skills in Microsoft Office, particularly Excel and Word.
