Job Description

Generic Responsibilities;
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated WASH project portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
- Liaise and collaborate with relevant local authorities and other key stakeholders
- Promote and share ideas for technical improvement
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific Responsibilities;
- Implement, supervise and recommend drilling of deep boreholes based on the available test results
- Coordinate with hydrological and/or water management department to have full knowledge of the specific area
- Read all hydrological methods, calculations and advise on the way forward
- Supervise the contractors’ progress on a daily basis
- Classification of different kinds of soils with the availability of water
- Ensure most vulnerable refugees are targeted by the Programme, with a focus on people with specific needs (PSN) as well as gender and protection issues
- Provide innovative drilling methods and solve programmatic challenges
- Outcome and output monitoring as indicated in the Monitoring and Evaluation matrix
- Offer technical advice to WASH programming within and outside of assigned field area
- Ensure efficient contract management of consultants and contractors retained by the WASH program
- Supervise the hydrological testing methods/ideas etc. and work closely with consultants/contractors
- Prepare monthly reports of all NRC WASH activities in the area, and as required by donors
- Perform any other duties assigned by line manager
Skills and qualifications
- Bachelor degree in Civil, Hydraulic, Environmental Engineering or Public Health
- Minimum 2 years of experience from working as an Officer in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Knowledge of English both written and spoken
- Solid field experience, preferably from returnees/IDP WASH projects is desirable
- Ability to collect and analyze the data to direct programme implementation priorities
- Experience in capacity building and training of staff/community
- Experience with Urban WASH standards
- Knowledge of international standards code for building material and testing
Context/ Specific skills, knowledge and experience:
- Knowledge of the context of Somalia
- Computer literacy
- Able to act on initiative, identify opportunities & proactive in putting forward ideas & solutions
What We Offer:
Contract period: 1year, with possibility of extension
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Garowe
Travel: 50%
