Position: Liaison and Administration Officer
Duty Station: Garowe, Puntland, Somalia
Reports To: Programme Coordinator
About HALO
The HALO Trust is a non-profit humanitarian organization dedicated to clearing landmines and explosive
remnants of war (ERW) to make land safe for communities living in conflict-affected areas around the
world. Founded in 1988, HALO has been at the forefront of humanitarian demining efforts, saving lives and
enabling communities to rebuild their livelihoods and secure a safer future.
Position Summary
The Liaison and Administration Officer will serve as the key link between HALO and local communities in
Puntland. The successful candidate will support community engagement, administration, security
monitoring, staff management, and logistics functions to facilitate the successful implementation of HALO
operations.
Key Responsibilities
• Maintain effective working relationships with local communities, elders, government authorities,
and other key stakeholders to support HALO's operations and community acceptance.
• Support operational teams through community liaison, coordination, and communication activities,
ensuring smooth access and cooperation in areas of operation.
• Monitor local security developments, community concerns, and clan dynamics, and promptly
report any issues that may affect staff safety or programme activities.
• Manage administrative records, correspondence, permits, licenses, and other official
documentation required for HALO's operations in Puntland.
• Coordinate staff travel arrangements and maintain accurate attendance records for office-based
and field personnel.
• Supervise office support staff, including security guards, cleaners, and cooks, ensuring attendance,
performance, and compliance with organizational procedures.
• Maintain asset and equipment registers, conduct regular physical checks, and report any new,
damaged, or missing assets.
• Support procurement, logistics, and supply chain activities in line with HALO policies and
procedures, working closely with Operations and Finance teams.



Skills and qualifications

Qualifications and Experience
• Bachelor's degree or Diploma in Business Administration, Public Administration, Social Sciences, or
a related field.
• Minimum 2 years of relevant experience in administration, community liaison, or NGO operations.
• Strong communication and negotiation skills.
• Good understanding of Puntland communities and local dynamics.
• Strong organizational and record-keeping skills.
• Computer proficiency, particularly in Microsoft Office applications.
• Fluency in Somali and good working knowledge of English.
