Title: NORAD Project Manager – Internal/External Position
Role Purpose:
The Norad Project Manager will assist the education programme managers, child protection program manager and Norad Project Director in ensuring the effective implementation and supervision of the NORAD FRAMEWORK Programme and representation of Programme activities as required and/or designated by Norad Project Director and line manager.

CHILD SAFEGUARDING: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Norad Project Manager will assist the education programme managers, child protection program manager and Norad Project Director in ensuring the effective implementation and supervision of the NORAD FRAMEWORK Programme and representation of Programme activities as required and/or designated by Norad Project Director and line manager. This will be achieved through the provision of leadership and technical support to programme staff and partners within the designated area(s) of responsibility for the post.
In the absence of the Norad Project Director the post holder will manage the NORAD FRAMEWORK team and respective project activities as they relate to the project in Southern states.
SCOPE OF ROLE:
Reports to: Education Programme Manager
Country Dimensions: Save the Children works in almost all regions in Somalia/Somaliland with a current staff approximately 450 staff

KEY AREAS OF ACCOUNTABILITY:
1 Programme Development, Planning and Representation
1.1 Inform and advise the development of projects relating to relevant Thematic Programme Priorities, through developing effective networking with government, local and international agencies and community contacts.
1.2 Support the project team to integrate the views of children and communities with whom Save the Children works into the project’s planning documents (including work plans and strategic plans). Work with the team to discuss plans and their implementation with children and communities.
1.3 Represent Save the Children’s NORAD FRAMEWORK project at interagency and national meetings, where required or appropriate, to enhance the profile of the organisation and issues for children.
2 Project Implementation
2.1 The post holder shall be fully conversant with all donor obligations requirements, ensuring work planning and programming to ensure their timely implementation.
2.2 The post holder will maintain close co-ordination with other Save the Children programme sectors to ensure effective and appropriate linkages ensuring efficient delivery of all programme activities.
2.3 Ensure a participatory and effective approach to the development, implementation and monitoring of specific work plans among team members.
2.4 Prepare Project Reports for presentation to the Programme Director, NORAD FRAMEWORK.
3 Budgeting and Financial Management
3.1 With support from the Programme Director, and with the participation of the project team, develop periodic financial forecasts against work plans for the designated areas of work, against dates as set by the Programme Director, NORAD FRAMEWORK.
3.2 Monitor expenditure against approved field budgets, ensuring that expenditures are documented properly and that documentation and receipts are authentic representations of expenditures.
4 Monitoring, Evaluation and Reporting
4.1 Support the project team in participatory monitoring and evaluation of project activities, ensuring the participation of children and their communities
4.2 Develop and submit monthly progress reports to the Programme Director NORAD FRAMEWORK.
5 Advocacy & Institutional Learning
5.1 Participate in the critical review of Save the Children’s activities and in the identification and documentation of lessons learnt.
5.2 Participate in the documentation and dissemination of learning, both internally and externally, to ensure that good practice is understood by all.
6 Staff Management & Human Resource Development
6.1 Provide effective line management to project staff as identified by the Programme Director, in accordance with standing programme policies and procedures.
6.2 With the support of the Programme Director, and/or other Senior Management Team members, address staffing issues in an effective, participatory and professional manner, including the facilitation of linkages between Project Officers, partners and senior management.
6.3 Take the lead of implementing performance management with staff including performance management information inductions, and support staff set performance objectives every six months and conduct mid term and final reviews annually
6.4 Act as a resource to programme team members and partners who seek guidance and professional input in their work.
6.5 Participate (assume a lead role) in the delivery of technical training programmes where appropriate. This will include delivering or facilitating specific sessions or topics and, where appropriate, co-ordinating a complete workshop.
6.6 Participate (assume a lead role) in course/workshop reviews and in the preparation of training reports.
Skills and qualifications
- A degree in Education, Social Science, Childhood Development, community Development is requirement for this position, a diploma with more 6 years of working experience in similar integrated programming on education, and child protection may be accepted in lieu of the Degree.
- Minimum of 4 years’ experience in working with international NGO’s on education and protection related work is mandatory for this position. Previous child protection work and background will be treated as added advantage.
- Proven Knowledge of the minimum standards of child protection and education in emergencies is requirement for this position.
- Proven ability to manage a programme including management of human and material resources.
- Ability to produce analytical and well-presented project reports and proposals.

QUALIFICATIONS AND EXPERIENCE
Essential
