    Job Summary

     

     

    Under the supervision of the Sr. Manager MEAL and Knowledge Management, the MIS and Data Management Specialist ensures all programs and projects have suitable information management systems and regularly reviews and maintains the systems.  The Specialist will also be responsible for designing and implementing a country office information management system to ensure that the information necessary to update the overall MEAL system is in place. S/he will guide and support the MEAL core team in establishing and maintaining program and project information management systems. S/he is also responsible for supporting the country office operations, including business development process through research and analytics to inform decision-making.

     

    The position holder will work closely with MEAL Managers across the country program as well as the

    accountability teams.

     

    Job Responsibilities:

    Program design and systems development:                                                          (20%)               

    ·         Support the design and implementation of a Country Office information management system -ensuring that systems and procedures are in place for digitization of data collection, analysis, reporting and storage.

    ·         In close collaboration with the MEAL/KM Managers provide technical support to implementation teams to use mobile based applications to carry out regular monitoring and evaluation activities

    ·         Ensure utilisation of standardized information management tools, manuals, guidelines, regulations and protocols

    ·         Set up systems for and develop beneficiary tracking tools and orient project staff on the tools

    ·         Participate in program/ project design specifically to ensure accurate information is used to inform program design

    ·         In collaboration with the Snr. Manager MEAL/KM, and the PQDL Coordinator develop country office data management SOP

    ·         Ensure that information management systems follow ethical guidelines, principles and protocols set out by the global and country office.

     

    Database Management and Reporting                                                                                        (50%)

    ·         Collate data from MEAL Officers and Managers, project officers across Country office programs, analyze, identify and address information gaps.

    ·         Coordinate updates to country-based information to ensure consistency and coherence, including assisting thePQDL Coordinatorr to collect, generate and present relevant data to diverse stakeholders including donors, government agencies and CARE global and regional offices

    ·         Develop information products that include customized dashboards and statistical abstracts as required

    ·         In close collaboration with the MEAL Managers prepare monthly, quarterly and annual statistical monitoring reports (target vs. achievement, traffic light dashboard) to support informed decision making.

    ·         In collaboration with the Snr. Manager MEAL/KM, support data analysis and visualization of data

    ·         In close collaboration with the MEAL managers, update program and project MEAL frameworks

    ·         In collaboration with the MEAL managers ensure appropriate update of program and project databases and/or tracking sheets and/or data platforms on a regular basis

    ·         Closely follow up information management and flag data management issues to the Snr. Manager MEAL/KM and Program leads

    ·         Conduct data quality audits to identify and resolve systemic problems affecting data quality

    ·         Working closely with the PQDL coordinator, provide regular analysis of program, project, and sector indicators to identify and report on trends.

    ·         In close collaboration with the FAM and Risk Manager, assist in the development of data collection tools for accountability assessments.

    ·         Work with the FAM and Risk Manager to analyze complaints and feedback, as well as toassist with visualization across various meetings.

     

    Research and Knowledge Management and Learning                                                 (15%)

    ·         Work closely with MEAL Managers to ensure program and project data and reports are stored and accessible to stakeholders in line with organization guidelines and protocols

    ·         In consultation with the Snr. Manager MEAL/KM and PQDL Coordinator, perform analysis of indicator trends to inform learning

    ·         In consultation with theSnr. Manager MEAL/KM support visualization of knowledge products- review meetings, lesson learned session, evaluation, and research.

    ·         Lead on research and analytics for interpretation related to donors and other institutional business development.

     

    Staff and partner's capacity building                                          (10%)

    ·         Train program staff on using mobile based applications and tools for data collection, management and analysis, visualization.

    ·         Provide coaching and mentoring to staff to ensure consistent and accurate utilisation of the information management system

    ·         Train partners and support to establish effective data management and reporting systems at partner level.

     

    Other Responsibilities As Assigned:                                                                         (5%)

    Skills and Qualifications

     

    Required      

    ·         A bachelor's degree in a relevant field or equivalent combination of education and work experience.

    ·         Professional qualification in M&E, or related field is an added advantage

    Experience and Technical Skills

    ·         Minimum of 3 years of professional experience in MEAL/KM roles, with demonstrated experience in managing

    ·         MEAL and Knowledge Management systems for Education and gender-integrated programs.

    ·         Experience in managing Accountability Mechanisms for development and/or humanitarian programs.

    Desired

    ·         Experience in working with international NGOs or development agencies.
