INVITATION TO BID FOR CONSULTANCY

Save the Children International (SCI) Somaliland Program hereby invites interested consultants to bid for the consultancy assignment detailed below

35 days starting from contracting date.

Consultant type required

Responsibility for Logistics arrangements and Costs

The consultant will be responsible for organizing logistical issues with no facilitation from SCI as per the consultancy agreement.

 

Taxation Provisions

Consultant shall be responsible for all Taxes arising from the consultancy in line with the Somaliland Tax regulations applicable at the SCI Hargeisa Office

Travel requirements

Consultant will manage any travel costs.

Security requirements

Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somaliland.

ANNEX 1 : Consultancy service terms of reference.

TERM OF REFERENCE FOR TRANSLATION OF LEVEL ONE OF FOUR VOCATIONAL SKILLS CURRICULUM AND EBTVET TRAINING OUTLINES.

  1. INTRODUCTION:

In Somaliland, Save the Children is implementing as resilience building project for reducing economic and Ecological Vulnerability “REEVS”. The project aims are ensuring drought effected communities is Somaliland are more resilient to ecological and economic shocks. In other words, they are more resilient to shocks. This project has a component of TVET that enrolled youth in urban, pre-urban rural areas into market-demanded skills training. The urban based TVET program has all most necessary curriculum learners and trainers’ guidelines but translation of level one skills curriculum has become very important since the criteria of selection of level one entrance were maximum grade eight graduates and mainly government school’s media of instruction was Somali.

To support the ministry of education and science of Somaliland to have overall level one vocational curriculum translated in Somali language, Save the Children seeks to engage qualified and well-experienced consultants and institutions with strong background for translation of four Vocational skills curriculum and EBTVET Course outline. The will with SCI CPR Program Manager, TVET Coordinator and Youth Economic Empowerment Technical Specialist in Hargeisa as well TVET Director from the ministry.    

  1. OBJECTIVES OF THE CONSULTANCY:

The main objective of this consultancy is to translate general training outline for EBTVET skills and four vocational skills curriculums including teacher and trainee guides, to ensure that TVET programs are competence-based, relevant and meeting the quality and level of skills required in the labor market of Somaliland. Specifically, the consultancy will focus;

  • Translation of Plumping, Electric, Metal fabrication and Masonry skills level one curriculum which is 540 pages
  • Translation of training outline for EBTVET Guidelines which is 60 pages
  1. SCOPE:

The translation of four level one vocational skill curriculum will be carried out in Hargeisa and will translate four level one vocational skills curriculum and EBTVET guide into Somali which is in total 600 pages.

  1. METHODLOGY:
  • Develop detailed action plan and agreed with Save the Children.
  • Conduct extensive reading on curriculum and study existing documents related to TVET which is available in Somaliland
  • Ensure that the process is very participative and Ministry of Education and Science leadership is observed.
  • Develop inception report, formats and process of translation and share to SCI for review and approval.
  • Work closely with Ministry of Education and science department of TVET, SCI and TVET instructors for translation.
  • Translate level one Vocational skills Curriculum, trainee and teacher guides of below subjects
  1. Electrical Installation
  2. Welding and Metal Fabrication
  3. Aluminium fabrication
  4. Masonry
  5. EBTVET training outline
  • Ensure that entrepreneurship and job readiness skills are considered as included in the guide and each training outline as cross cutting topics.
  • Facilitate a two days’ workshop to review the draft translated Documents.
  • Share the final reviewed translated curriculum to Save the Children for final review and then finalize and share back with agreed deadlines.
  • Develop a comprehensive narrative report with concrete suggestions on implementation of the general translated curriculum and outlines.
  1.  DELIVERABLES/OUTPUTS

The deliverables / outputs of this assignment are:

  • An inception reports.
  • A complete translated curriculum for 4 skills which is “Alluminium, Metal work, Masonry and Electric installation for level one skills including teacher and trainees’ guides”
  • A complete translated Training outlines for EBTVET 
  • A narrative report detailing the experiences and challenges encountered in the process of carrying out the assignment and way forward.
  1.  DURATION, SCOPE AND LOCATION OF THE ASSIGNMENT:

The duration of the assignment will be 35 working days excluding Fridays which is starting from the day of signing the contract. The scope of the activity is translation of 600 pages of vocational skills curriculum from English to Somali. This consultancy is taking place in Hargeisa.

Skills and qualifications

The desired consultant should have the following academic qualifications, technical skills and experience:

  • A post-graduate qualification in Education, Social Sciences, Development Studies, Business studies or any related fields.
  • At least 10 years of experience in coordinating and conducting Curriculum designing or developing training outlines of TVET area and youth economic empowerment programs in conflict and humanitarian affected countries preferably Somalia;
  • Demonstrated knowledge of youth economic empowerment program especially TVET;
  • Demonstrated experience in translation English into Somali, training facilitation and supervising to collect and enter data as per high-quality standards;
  • Demonstrated experience in quantitative and qualitative data analysis.
  • Fluency in English and Somali both (spoken and written)
  • Ability to produce high-quality work under tight timeframes; and
  • Ability to work jointly with Ministry of education TVET and Curriculum Department and Subject Matter instructors and integrate feedback as required;

d)      Initial work plan based on methodology outlined and availability of applicant

e)      The CVs of the team leader and technical team members (both sectoral and departmental team members)

f)       Samples of reports of previously undertaken similar assignments.
