The Position:

The Programme Analyst GBV AOR (Humanitarian) analyses and assesses relevant political, social and economic trends, guiding and facilitating the delivery of UNFPA’s programmes. You will provide programmatic and technical support and coordination to ensure strong partnership and collaboration with the UN as well as with national/international counterparts in a comprehensive multi-sectoral survivor-centered prevention and response.

You will report to the Gender/GBV Technical Specialist – Programme Manager.

Job Purpose:

Under the overall guidance of the Assistant Representative of the Hargeisa Office, and the direct supervision of the Gender/GBV Technical Specialist – Programme Manager for Somalia CO, the GBV Coordinator provides programmatic and technical support and coordination to ensure strong partnership and collaboration with the UN as well as national/international counterparts in a comprehensive multi-sectoral survivor-centered prevention and response to Gender-Based Violence (GBV) programming. This response includes close cooperation with health, psycho-social, protection and legal sectors to ensure that survivor’s needs are met. UNFPA is the Lead on the GBV Sub-Cluster, and the Coordinator for the GBV Capacity Development programme, which the incumbent will assist in coordination.

You would be responsible for:

I. Partnerships and Coordination

  • Works in close collaboration with the Ministry of Human Development and Public Service, Directorate General for Women and Directorate General for Health, the Ministry of Justice, Ministry of Internal Affairs, the UN Country Team, Humanitarian technical groups and other stakeholders to strengthen and facilitate inter-agency, multi-sectoral GBV prevention and response interventions at national and sub-national levels.
  • The GBV Programme Coordinator is to assist the GBV Sub-Cluster Coordinator, and oversees the task forces that reports to the sub-cluster. 
  • Act as assistant coordinator for the inter-agency GBV Capacity Development Programme, which is part of the global programme 
  • Provide technical support in developing and implementing a multi-sectoral and coordinated GBV prevention and response programmes to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation.
  • Act as the focal person of the GBV Information Management System.   

II. Technical Support and Programming

  • Coordinates and supports the coherent and effective implementation of the GBV the component of the  humanitarian response process including the CAP, 
  • Using a results-based approach incorporating creativity, innovation, and responsiveness to the needs thorough monitoring and reporting.
  • Collaborates with other stakeholders and partners, in Government institutions, the donor community and the civil society, to ensure mainstreaming of culture, gender and human rights in all population and development programmes and policies.
  • Supports and advises the country office humanitarian response programme and builds knowledge and programming practices in relation to GBV through information sharing and facilitation of external and internal trainings aimed at multi-sectoral prevention and response.
  • Provides technical support to the development of relevant legislative, policy and advocacy documents to address GBV in the context of broader gender (inequality) issues.
  • Assists in writing proposals and engaging in resource mobilization efforts to support joint programming and the UN Delivering as One initiative.
  • Responsible for the overall coordination, design and monitoring of GBV component within the humanitarian response programme of the work of UNFPA in Somalia.

III. Monitoring, Evaluation and Reporting 

  • Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action.
  • Supervises preparation by implementing partners of annual and other periodic work plans and monitors and evaluates progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results, and documents and applies lessons learnt to close the gaps.
  • Monitors projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels, and coordinates timely delivery of quality project and financial reporting and ensures adequacy with finance and activities.
  • Undertakes regular monitoring missions and meetings with relevant actors including project partners in assessing the GBV trends, patterns and advises on the prevention and response strategies.
  • Document lessons learnt and participate in dissemination to relevant partners.
  • Perform other duties as required.

IV Carrying out any other relevant activities/responsibilities as assigned by the Programme Specialist, GBV Coordinator and the Deputy Representative

    • Enhanced ability of UNFPA Somalia to fulfil its mission to achieve sustainable, locally owned, and concrete results solutions and establish clear linkages between the realization of SRHR and the empowerment of women and adolescent girls and ultimately the reaping of the demographic dividend;
    • Documented track record of UNFPA’s performance on strategic and technical issues related to gender equality and women empowerment;
    • Identify, document, and disseminate lessons learned and best practices related to UNFPA Somalia’s programming in Gender and GBV;

    B. Key Outcome

    • Enhanced visibility of UNFPA as a trusted partner within the UN system and in the context of international development and humanitarian context to promote social, political, and economic activity and changes in behaviours, social attitudes, beliefs, harmful social norms and actions by communities, individuals and society;

    C. Key Outcome

    • Liaise with relevant Government institutions and Implementing Partners to assess, identify technical assistance (TA) needs, and facilitate capacity building in close collaboration with UNFPA SHR and Youth teams as pertinent;

Skills and qualifications

Qualifications and Experience: 

Education:  

Master’s Degree with 2 (two) year relevant experience in law, social sciences, human rights or gender and development studies, or any other related social science

Knowledge and Experience: 

  • Experience in the areas of Gender/GBV, programme/ project management including experience in large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners;
  • Demonstrable professional experience in development work.
  • Substantive knowledge and proven practical experience in programming on cross cutting issues, sexual and reproductive health, and gender programming.
  • Demonstrate experiences in working with government partners.
  • Ability to liaise and affiliate with other UN agencies, Donor, NGO and the Government working in the area of Reproductive Health programme.
  • UN common system experience, especially field experience, is desirable.
  • Practical experience in design, monitoring and evaluation of development projects.
  • Experience using office software packages and web-based management systems.

Other requirements:

  • Field experience in complex emergencies, including humanitarian emergency response, is an asset;

Languages: 

  • Fluency in oral and written English and Somali languages is essential;
