Position:  Risk Communication and Community Engagement (RCCE) Project Officer

Location:   Hargeisa Somaliland

Duration of contract: 12 months, with possibility of extension.

Line Manager: Senior Project Officer

GENERAL MISSION – HUMANITY & INCLUSION

Created in 1982, Humanity & Inclusion/ formerly known as Handicap International (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our actions are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI was the co-winner of the Nobel Peace Prize in 1997 for its role in the International Campaign to Ban Landmines.

HI started in Somaliland in 1992 by setting up a rehabilitation center and supporting a local NGO, Disability Action Network, in building their capacity and take over the management of the rehabilitation center in Hargeisa, some years later. HI’s strategy in Somalia is to support local and international actors, access to services and advocacy for the rights of persons with disabilities and other disadvantaged groups such as older persons. HI engages with development and/or humanitarian actors through partnership, collaboration and capacity development to promote inclusion, access to and participation of persons with disabilities in basic and specific services as well as in decision making processes that affect their lives. 

HI is planning implementing two humanitarian action projects in Somaliland on localization and adaptation of the IASC Guidelines on Inclusion of Persons with disabilities (IASC GL) in humanitarian action for disability-inclusive coordination, data collection and programming.

ROLE OF THE POSITION

The RCCE Officer will play a key role in the field-level implementation of community-level RCCE activities. Under the supervision of the Senior Project Officer, the I Officer will supervise the work of Inclusion assistant & community mobilizers engaged in household level RCCE messaging and dialogue, focusing on increasing knowledge about the threat of COVID-19 and vaccine uptake

Missions / responsibilities (*)

Responsibility 1: Supporting the implementation on Knowledge, Attitudes and Practices (KAP)

  • Participate and play an important role to rapid assessments and KAP (Knowledge, Attitudes, Practices) surveys where undertaken with communities, at-risk populations and other stakeholders;
  • Review the RCCE strategies, information, education and communication (IEC) materials, practices for COVID-19 outbreak prevention and control including COVID-19 vaccination and offer practical recommendations.
  • Participate in recruitment of data collection staff

Responsibility 2: Technical Oversight and planning and implementation of the activities

  • Participate in designing and conducting training of Community Mobilizers on community-level RCCE strategies.
  • Plan community-level RCCE activities conducted by Community Mobilizer.
  • Provide technical support for development of culturally appropriate and harmonized BCC strategies and tools, messages for prevention and control of disease outbreaks.
  • Set-up and lead field-level implementation of monitoring systems for tracking field-level RCCE activities carried out by Community Mobilizers.
  • Link risk communication with health facility health promotion activities to reinforce improved COVID-19 transmission risk messages
  • Lead mobilization of key community stakeholders including protection committee, youths, women, men and host communities to participate in community awareness events/meetings
  • Liaise with community leaders and other sectors and agencies working locally in order to ensure coordination of field-level RCCE activities
  • Ensure that Community Mobilizers adhere to CRS protection and safeguarding policies, security policies, and COVID-19 risk mitigation policies while engaged in RCCE activities.
  • Conduct behavioral change communication assessments – KAP survey

Responsibility 2: To contribute to lesson learning and Reporting

  • Document specific challenges affecting the RCCE response and develop actions needed to address them.
  • Assist in design and implementation of implementation/operation research including evaluation of the social impact of outbreaks on population.
  • Advise management about issues affecting project implementation, or key local issues affecting future project developments.
  • Monitor rumors on covid 19 vaccination, and track and respond to misinformation and disinformation, as a continual and prioritized function of RCCE work.
  • Organize data collected from Community Mobilisers and prepare regular activity reports and submit as requested by Program Manager
  • Contribute to donor reports as requested.
  • Collect and produce case studies, good practice document for learning and monitoring impact;
  • Ensure a proper documentation (pictures and data collection) of training and learning of partners and contribute to the production and revision of technical guidelines and materials of collaborating agencies;
  • Lesson learning: Collect, select and ensure lessons learning processes on RCCE related activities and tools

 

Skills and qualifications

Education and Competency

  • Bachelor’s degree in Social Work, Public Health, Education, Communication or other relevant field from a recognized institution.
  • Minimum of 3-4 years’ experience in as project officer, with experience in the field of humanitarian response (Public health, etc.) while working for an international NGO, UN agency or relevant ministry or local authority.
  • Technical understanding of core disability inclusion issues, challenges faced by persons with disabilities in crisis situation.
  • Strong planning, organizational and problem-solving skills with the ability to work both independently and within a team.
  • Full proficiency in Microsoft Office, including Word and Excel. Ability to work under high pressure,

Conditions

  • Status: Fixed contract with salary according to experience
  • Start: 1st September 2022
  • Duration: 12 months (possible extension, linked to final confirmation on funding)
