Background

The Government of Somaliland, through the Ministry of Information and Communication Technology (MICT), is implementing the Eastern Africa Regional Digital Integration Project (EA-RDIP), with support from the World Bank. The project aims to enhance digital connectivity and integration across the Eastern Africa region, focusing on cross-border infrastructure, harmonization of digital policies, and development of digital markets.

To ensure the security of project personnel, assets, and operations, MICT seeks to engage a qualified Security Specialist to lead the implementation and supervision of security safeguards in accordance with national regulations and the World Bank Environmental and Social Framework (ESF).

Objective of the Assignment

The Security Specialist will provide strategic leadership and technical expertise in managing security risks associated with EA-RDIP implementation in Somaliland. The consultant will update and oversee the Security Risk Assessment and Management Framework (SRAMF), conduct field assessments, and ensure compliance with World Bank security safeguard standards.

Scope of Services

The consultant will be responsible for:

         Conducting security risk assessments and updating the SRAMF.

          Monitoring and supervising security safeguard implementation.

          Advising on mitigation measures and stakeholder engagement.

          Supporting capacity building for implementing agencies.

          Preparing periodic reports and contributing to project documentation.

Deliverables

         Monthly implementation reports on security aspects.

          Updated SRAMF and security risk management plans.

          Inputs to quarterly project progress reports.

          Capacity building materials and training sessions.

Duration and Location

Duration: 12 months, renewable based on performance and funding.

Location: Hargeisa, Somaliland, with travel to project sites.

Skills and qualifications

Selection Criteria

         Master’s degree in Security Studies or related field.

          Minimum 10 years of experience in security risk assessment and management.

          Experience with World Bank, UN, or similar development agencies.

          Proven ability to conduct independent assessments and stakeholder consultations.

          Strong understanding of ESF, human rights, gender, and environmental sustainability.

          Experience in Somaliland or the Horn of Africa is an asset.

          Excellent communication, leadership, and problem-solving skills.

         Fluency in English.
