Job Title:

Monitoring, Evaluation and Accountability Officer.

Reports to:

The MEAL Officer will report directly to the MEAL Manager with a dual programmatic reporting line to the Social Transfers Programme Manager.

Liaises with:

 

The Job holder will work closely with MEAL Manager and other Programme Manager’s to provide necessary MEAL technical and implementation support to the programmes. In addition, the Job holder will liaise with other programmes and systems staff as necessary and provide support to other Concern programmes in Somaliland per request.

Job Location:

This position will be based in Hargeisa office with frequent travels to programme locations within Somaliland.

Contract Details:

1 year with potential of extension.

Job Purpose:

 

As a member of Concern’s MEAL team under the overall guidance of the MEAL Manager and specifically assigned to Somaliland Programmes, the MEAL Officer will be primarily responsible for supporting design and roll out of the programmes monitoring and evaluation plans and activities. He/she will provide high quality and timely inputs, and play a role in ensuring the activities result in the achievement of intended outcomes in a timely manner.
The MEAL Officer will support programme quality and accountability through timely inputs to survey design (quantitative/qualitative), enumerator training and oversight, data collection, cleaning and analysis and dissemination of MEAL findings to improve programme outcomes and learning. The MEAL Officer will work with the MEAL Manager and other PM’s when developing programme monitoring systems and tools to track indicators set out in programme proposal, as well as to lead on identifying and documenting case studies under different programmes.

Main duties &

Responsibilities:

 

Monitoring and Evaluation:

·         Support MEAL Manager in the management and implementation of field-level MEAL data collection activities.

·         Support programme field staff in the collection of activity and output-level monitoring data during programme implementation.

·         Support the PM’S and team in design and roll out of needs and opportunity mapping activities related to the programmes.

·         Support in carrying out data collection as per the MEAL plans.

·         Ensure that MEAL systems are being implemented according to plan at the field level and communicate any issues or inefficiencies that arise to the MEAL Manager in a timely and proactive manner.

·         Support training for external enumerators or partner staff that conduct baseline, midterm, and end line surveys (including ethics and safety, sampling and respondent selection, device use, as well as survey contents).

·         Field manage external enumerators or partner staff in conducting baseline, midterm, and end line surveys.

·         Support programme staff in accessing and utilizing data.

·          Support beneficiary registration, verification and work with project registration systems to ensure the traceability of the project beneficiaries.

·         In consultation with the MEAL Manager organize regular project monitoring and reviews.

·         Support research activity conducted by the programme in collaboration with Line Ministries, both directly and through consultants and ensure research outcomes are clearly documented.

·         Ensure Concern’s feedback and Complaint mechanisms are easily accessible and well understood by beneficiaries and communities under assigned programme/s and additionally ensure data protection of all feedback received is handled in line with Concern’s accountability and data protection policies

·         Support in recording beneficiary and non-beneficiary’s feedback and support the MEAL Manager to report on them monthly.

·         Under the guidance of MEAL Manager develop applicable Monitoring and Evaluation tools with reference to the proposals.

·         Support identification of case studies for learning, reporting and communications purposes, and lead in their collection and write up in collaboration with the team.

·         Undertake any other duties as may be assigned by the MEAL Manager or the Somaliland Programme Coordinator that is consistent with the nature of Concern’s operations and the role.

 

Digital Data Gathering:

  • Support the MEAL Manager in administrating the country's DDG system.
  • Provide field-level support to programme staff in device management and utilization of the Concern DDG application.

Adherence to Concern policies and guidelines:

·         Adhere to, support and promote the standards of conduct outlined in the Concern Code of Conduct & its Associated Policies and other key organizational policies and guidelines.

·         At all times comply with Concern’s Security Management Standard Operating Procedures.

·         Contribute to the establishment and implementation of preventive measures to reduce the potential for abuse or harm in Concern’s programming.

·         Be willing to play a role in any emergency response activities Concern may implement at request of line Manager or Emergency Coordinator

 

Skills and qualifications

QUALIFICATION AND EXPERIENCE:

 

Essentials:

·         Bachelor's degree in relevant field (related to MEAL, development, research, data analytics, etc.)

·         Minimum 2-3 years working experience in MEAL or Programmes with an NGO

·         Knowledge and understanding of project logical frameworks and commonly used indicators

·         Clear understanding and experience in directly implementing primary quantitative data collection (surveys, etc.)

·         Clear understanding and experience in directly implementing primary qualitative data collection (key informant interviews, focus group discussion, participatory qualitative methods, etc.)

·         Good understanding and experience of quality assurance in data collection.

·         Experience and knowledge of statistical data analysis and presentation of complex data in simple terms.

·         Experience using Digital Data Gathering (DDG) technology for data collection

·         Ability to work both as part of team and independently with minimal supervision.

·         Ability to produce quality reports in the English language

·         Strong computer skills at least on; word, excel, outlook, power point, internet etc. Knowledge of and commitment to Accountability principles

·         Understanding of Complaints Response Mechanisms and Beneficiary Feedback Systems

 

 

Desirables & Special Skills:

·         Experience of implementing and/or monitoring of Cash Programmes

·         Additional prior experience/exposure to Resilience or livelihoods programmes would be advantageous

·         Knowledge of the  Core Humanitarian Standard on Quality and Accountability (CHS)

·         Skills with data analysis software such as SPSS or STATA.
