- ORGANIZATION AND POSITION OVERVIEW
Welthungerhilfe (formerly German Agro Action) is one of the largest politically and religiously independent aid agencies in Germany; The organization fights for "Zero Hunger by 2030". Since being founded in 1962, it has provided funding of EUR 4.2 billion for more than 10,369 overseas projects in 70 countries. Welthungerhilfe (WHH) bases its efforts on the principle of help for self-help, which it implements with measures ranging from rapid disaster relief to rehabilitation to long-term development cooperation projects with national and international partner organizations.
Welthungerhilfe has been active in Somaliland (Awdal, Maroodijeex, and Togdheer) since 2001 and has recently expanded into South/Central Somalia in 2022 through cooperation with local implementing partners. Whilst our strategic focus is on building resilience and strengthening local humanitarian leadership, our 2022-2023 activities will also seek to respond to the present drought crisis through humanitarian relief. Currently, Welthungerhilfe has projects in Awdal, Maroodi-jex, Sahil and Togdheer Regions of Somaliland. The foci of intervention have been rural development, natural resource management, disaster risk management, WASH, food security, and adult education. Recently, sustainable WASH systems and rangeland management have gained a prominent place in our portfolio as the main elements of climate change resilience. Through time, the diversity of activities and the volume of funds have grown. Welthungerhilfe is determined to implement its projects increasingly in partnership with local organizations and of course, with the active involvement of the communities under consideration and relevant government authorities.
In South/Central Somalia, Welthungerhilfe has active projects in Gedo, Galgaduud and plans to expand to Hiiraan, Bay and Bakool regions. Humanitarian emergency assistance, Food Security, Resilience programs-agriculture, WASH and infrastructure rehabilitation and infrastructure restoration are the core areas of our work in South Central Somalia.
- Objectives of the position
The Prosopis Advisor Somaliland (PAS) will promote the commercial or community-based approaches to utilize and control Prosopis in Somaliland, Somalia and the wider Horn of Africa.
III. Duties and areas of responsibility
2.1. Duties with own area of responsibility
- Organize and facilitate the Somaliland National Prosopis Platform (SNPP), bringing together –
- relevant line Ministries (Agriculture, Livestock, Environment, Employment, Planning, Economic Development, IDPs & Refugees) and Authorities (NADFOR)
- UN organizations with interest in P. control & use like FAO, UNDP, WFP
- Interested INGOs and NNGOs
- Commercial units dealing with P. products or interested therein.
- Supporting relevant Ministries in integrating P. control & use in their workplans and strategies.
- Setting up and maintaining a P. website to make P. relevant information accessible to the SNPP members and other interested parties.
- Linking Somaliland P. initiatives with those in neighboring countries, promote exchange of information, contacts, and know-how on demand, with a focus on WHH programmes in Somalia South-Central, Ethiopia and Kenya.
- Visit neighboring WHH Country Offices in the Horn of Africa Region on demand for sensitization and support in the development of country-specific or regional Horn of Africa P. programming after full familiarization with the topic in Somaliland.
- Provide tailor-made messages for print and radio and for the WHH PR in neighboring countries and in Germany and take care of journalists with interest in humanitarian or development aspects of P. programming.
- Facilitate and monitor new small-scale Prosopis initiatives on a self-help scale and organize regular exchange with main project field staff who integrate P. in ongoing projects.
- Encourage their establishment and maintain close cooperation with P. focal points in other organizations.
- Participate on behalf of WHH in national and regional conferences on P. control and utilization and support the organizing of such events as advised by WHH management.
Skills and qualifications
- Knowledge/ Qualifications
1.1 Professional/ formal qualification
- Degree in Development Studies, Rangeland Management, Ecology or Spatial Rural Planning, or another related field.
1.2 Job-related professional experience
- At least 3-5 years of professional experience working in prosopis and rural energy.
- She/he is familiar with the relevant policies and plans of concerned Somaliland line Ministries such as MoECC, MoLFD, MoAD and MoWRD, the Somaliland NDP III and roles and programmes of the UN, including FAO, WFP and UNDP.
- She/he has worked in or contributed to Prosopis or other invasive plants control & utilization projects, and/or in rangeland improvement, and/or for animal fodder provision or in the rural energy sector.
- She/he has proven experience with utilizing commercial approaches to promote rural development, community engagement and community-based income generation, with an emphasis on rural women.
- Ability to work and deliver expectations with limited/little supervision.
1.3 Foreign language skills
Ability to communicate in both English and Somali

Ability to cope in a tropical climate.
1.5 Professional personality – what we expect.
- The successful candidate must develop this field of work with initiative and largely self-driven, based on jointly developed work plans. She/he will have to expand her/his knowledge on the control and utilization of P. with a willingness to study the topic through literature and the internet, but also through actively seeking communication with the most experienced professionals in Somaliland, Somalia, Ethiopia, Kenya and other affected countries.
- The successful candidate has excellent and respectful communication skills, and is able to organize, facilitate and document meetings, workshops and other learning events on a national, regional and local level. She/he has an excellent command of English and Somali and is fully proficient in MS Word, Excel and PPP.
- The candidate is a team player, has a high degree of self-organization and planning skills.
- For traveling in the HoA region, the candidate has a valid passport.
