1.      Background

The Somaliland Non-State Actors Forum (SONSAF) plays a pivotal role in supporting democratic processes in Somaliland by fostering transparency, accountability, and inclusivity in elections. Through the Somaliland Civil Society Election Forum (SCISEF), SONSAF collaborates with local stakeholders to provide voter education, monitor electoral activities, and advocate for free and fair elections. For the Somaliland elections, SONSAF organized and deployed local observers, using advanced data collection systems like ODK to ensure accurate reporting and analysis, thus strengthening the integrity of Somaliland’s democratic processes.

The Somaliland Non-State Actors Forum (SONSAF) is seeking an experienced Research Consultant to develop a comprehensive post-election report that reflects the insights, challenges, and achievements of the upcoming Somaliland elections. This report aims to assess the electoral process, the role of civil society, and the implications for future elections in Somaliland.

Key Responsibilities:

  • Review SONSAF’s pre-election and election day observation data and reports.
  • Conduct qualitative and quantitative research on the recent electoral process, gathering data through interviews, focus groups, from Somaliland civil society focusing by women, youth, people with disability and minorities organizations.
  • Engagement of Somaliland elections hub, Women situation room and female lawyers 
  • General assessment of Somaliland  elections landscape and democratizing process.
  • Analyze data from SONSAF’s election observation mission and other verified sources to provide a balanced assessment.
  • Document best practices, challenges faced, and actionable recommendations for future elections.
  • Prepare a detailed, structured, and insightful post-election report that includes executive summaries, key findings, and graphics where relevant.

Skills and qualifications

  •  Advanced degree in political science, international relations, public policy, or a related field.
  • Proven experience in research and report writing, ideally related to elections, governance, or civil society.
  • Familiarity with Somaliland’s political and social landscape is an asset.
  • Strong knowledge of election processes in Somaliland or similar contexts.
  • Strong analytical skills, with expertise in data interpretation and visualization.
  • Proficiency in English (written and spoken); Somali language skills are a plus.
