Terms of Reference Proposal Writing consultant :

Timeframe: Start date: 01 May 2024 -  End date: 30 April 2025

Reports to: Ahmed Omar, Program Manager Terramar Hargeisa, Somaliland

Location: Flexible

Travel: Limited

Terramar, a leading organization in Somaliland focusing on climate change, food security, microfinance, advocacy, and poverty alleviation, is seeking an experienced and knowledgeable grant proposal writing specialist based in Somaliland for a short-term assignment to develop a 3-year project proposal for Terramar's initiatives, commencing in 2024.

Specific Responsibilities:

  1. Carefully review the call for proposals and invitation, including the call's objectives and priority thematic areas, with a focus on their relevance to the Somaliland context
  2. Review the strategies and work plans of Terramar's coalitions in Somaliland and consult with them regarding potential activities that align with the objectives and topics set by Norad in the call for proposals
  3. The consultant is expected to be available for in-person meetings, workshops, and consultations with Terramar's team and local partners in Hargeisa, Somaliland, to ensure full engagement with the local context and provide hands-on support and guidance throughout the proposal development process
  4. Propose innovative and sustainable ideas/topics that align with Terramar's focus areas, serve the enterprise and members' needs in Somaliland, and simultaneously satisfy the Donor's objectives
  5. Identify the scope of the projects and the desired outcomes, taking into account the unique challenges and opportunities in Somaliland
  6. Write a narrative and draft budget for the project, tailored to the Somaliland context

Deliverables:

  1. A concise report outlining the main meetings/calls conducted with Terramar members and partner organizations in Somaliland, summarizing relevant findings and key contacts
  2. A brief overview of the consultant's understanding of Terramar's focus areas in the Somaliland context and how the proposed project aligns with the organization's mission and objectives
  3. A final project proposal (narrative in a Word Document or Google Document) outlining the following:
    a. Theory of Change for the entire project, with a focus on its relevance to Somaliland
    b. Overall result management framework, with clear expected outcomes and SMART indicators of progress for the entire project, as well as separate/complementary result management frameworks tailored to the Somaliland context
    c. Overall risk framework, with an analysis of main organizational, institutional, and political risks specific to Somaliland, level of likelihood and impact, and mitigation measures for each risk
    d. List of proposed activities with a timeline included in the proposal, considering the unique challenges and opportunities in Somaliland
    e. A section outlining the project's potential impact on the targeted communities in Somaliland and its contribution to Terramar's overall goals in climate change, food security, microfinance, advocacy, and poverty alleviation
  4. A draft overall budget in the requested currency (in MS Excel or Google Spreadsheet), broken down according to the requested format and considering the cost of living and operational expenses in Somaliland

Skills and qualifications

Required Qualifications:

  • The consultant is expected have a deep understanding of the social, economic, and political context in Somaliland and how it impacts the implementation of projects in climate change, food security, microfinance, advocacy, and poverty alleviation.
  • It is expected that consultan is abie to navigate the unique challenges and opportunities in Somaliland and propose solutions that are culturally sensitive and locally appropriate
  •  The consultant's role includes strengthening the skills and expertise of local actors to ensure the sustainability of the project's impact as Terramar strives to ensure knowledge transfer
  • Excellent oral and written English and Somali language skills
  • Experience in identifying project scope, objectives, and outcomes tailored to the unique challenges and opportunities in Somaliland
  • Experience in developing budgeted project proposals for initiatives in Somaliland or similar contexts
  • Qualifying consultants should have existing relationships with local stakeholders, including government agencies, NGOs, CSOs, and community leaders in Somaliland and are able collaborate with local coalitions of CSOs and diverse NGOs in Somaliland with varying levels of knowledge and expertise
  • Ability to quickly comprehend systemic communication challenges in Somaliland and provide relevant thought leadership to address issues
  • Excellent communication skills – timely, articulate, unambiguous, and error-free
  • Ability to work and deliver under tight deadlines
  • Experience working in Somaliland or the Horn of Africa region
