Position: Monitoring, Evaluation, Accountability and Learning (MEAL) Officer
Responsible to: Country Manager.
Location: Hargeisa (with regular field trips)
Duration of contract: 12 months (with possibility of extension)
Closing date: 18th June 2022
GLOBAL OBJECTIVE OF THE POSITION
Based in Hargeisa, under the line-management of the Country Manager and in technical link with the relevant specialists, you will be responsible for:
- Overall monitoring and evaluation of HI programme in Somaliland/Somalia.
- Design of the relevant monitoring system and the respective tools;
- Provide accurate M&E reporting and presentations as requested by your line manager.
WORK RELATIONSHIPS
Line manager: Country Manager
Supervise: N/A
In direct cooperation with: Project Managers (PMs) and Psychosocial Officers in Hargeisa and Field Offices and Technical specialists.
RESPONSIBILITIES & OBJECTIVES
Objective 1: Support the project teams to carry out effective M & E activities
Lead M&E plan, tools and methodology development and ensure collection of accurate and qualitative data
Activities/Main duties:
- Draft projects’ M&E work plan including the timelines, measurement tools, analysis and reporting protocols, products and expected delivery, and monitor its implementation in line with the general HI M & E policy in collaboration with the PMs and TAs;
- Develop new tools and adapt existing ones as provided by the HI M & E policy according to the program’s needs (put in place and support PM in implementing the PME Box of each project);
- Conduct regular follow ups of projects’ M&E activities, including field visits to project sites;
- Support the PMs by contributing relevant information related to M&E to donor reports and grant proposals as needed to ensure that proposals, reports and any other project documents capture progress, effectiveness, and impact of activities;
- Set up and maintain a program database, compiling information from the projects;
- Coordinate the annual beneficiary count and send the compiled data to the HQ;
- Collect additional information if required;
- Participate and compile PSM minutes;
Objective 2: Handle data management, analysis and reporting and contribute to the program development and knowledge management.
Activities/Main duties
- Develop and/or support the setup of effective M & E system for new projects;
- Support the PMs and the local partner with regard to the project data collection and analysis;
- Submit periodic M&E Reports as anticipated in the M&E work plan;
- Report on regular basis to your line manager on progresses and challenges.
- Organise the collection of accurate and reliable post-implementation monitoring data;
- Archiving/filing Project Documentation Kits (including studies, photos, lessons learned and other relevant project documents), with input from Project Teams.
- Ensure that results of the Monitoring activity is constructively fed back to Program teams; support them to document lessons learnt and good practices (e.g. Case studies) and their incorporation in current and new programs;
- Assist the PMs to elaborate all communication documents following the Program’s communication needs and planning (annual report, quarterly newsletter, success stories, newsletter articles, etc.)
Objective 3: Support the implementation of surveys, studies and research
Activities/Main duties:
- Plan, manage, follow up and supervise the work of enumerators when hired for the data collection;
- Support and/or carry out surveys, studies (including feasibility studies and internal evaluations) based on Terms of References developed by the project teams;
- Support PM in developing and implementing external evaluations, studies and research based on request from the project teams (including supporting the PMs in developing ToR) in collaboration with specialist in HQ;
Objective 4: Coordination and train on and follow up of M&E related topics
Activities/Main duties:
- Ensure a good communication/coordination with program and support departments of HI and the local partner as required.
- Provide induction training for new staff with regards to M&E according to the responsibilities of the new staff;
- Conduct regular refresher trainings to project staff;
- Inform about any new developments in terms of HI M&E policy as required
Objective 5: Ethic and professional practice
Activities/Main duties:
- Respect beneficiary confidentiality.
- Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
- Address needs and requests in a professional way.
- Report any incident or act that causes any harm to beneficiary or to others.
- Always interact with children with the presence of their parents or caregivers
- Always respect a refusal of treatment.
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the management team.
Skills and qualifications
- University degree in information management or related field;
- A minimum of two years of progressively responsible experience in the field of information management, M&E, assessment system for an I/NGO;
- Knowledge of English and local languages;
- Strong analytical skills and ability to handle complex issues;
- Well organized and ability to plan work accordingly;
- Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization;
