How can you make a difference?

The WASH Officer (NO-2), based in Hargeisa and reporting to the WASH Specialist, provides technical, operational and administrative support for the implementation of WASH programme activities. The role focuses on drinking water supply, sanitation infrastructure, and WASH hardware projects, while strengthening coordination with local authorities and ensuring quality, accountability and effective programme delivery across Somaliland.

Key Functions, Accountabilities and Related Duties and Tasks:

  1. Drafts updates on the WASH situation analysis and sector trends to inform programme development, management, monitoring and evaluation.
  2. Prepare accurate, timely and relevant technical reports and inputs for programme preparation and documentation.Contribute to the development of WASH outcomes, outputs and related strategies through analysis of sector needs and priorities.
  3. Provide technical and administrative support throughout the programme cycle, including documentation, programme transactions and compliance with organizational processes and systems.Prepare required documentation and materials to facilitate review and approval processes.
  4. Undertake field visits and surveys, share reports with partners and stakeholders, and report critical issues, bottlenecks and risks to the supervisor for timely action.Provide technical and operational support to government counterparts, NGO partners, UN system partners and other stakeholders on UNICEF policies, strategies, processes and WASH best practices to support programme implementation.
  5. Draft requisitions for supplies, services, long-term agreements and partnership agreements to support UNICEF’s WASH emergency preparedness and response commitments.Maintain a strong understanding of UNICEF emergency response procedures.Take on support roles in emergency response and early recovery, as required.

Skills and qualifications

To qualify as an advocate for every child you will have… 

  • Minimum requirements
        1. Education: Bachelor or equivalent (First Level University Degree) in Engineering-Civil, Engineering-Environmental, Hydrology, Water Resources Engineering, Construction Engineering, Hydrogeology, or a related technical field. and any other related fields.
        2. Work Experience: At least 2 years of relevant work experience in WASH (Water, Sanitation and Hygiene), Water & Environmental Sanitation, Water supply, sanitation infrastructure, construction management, project management, humanitarian response. and any other related fields.
        3. Skills: Coordination, WASH infrastructure monitoring, Humanitarian WASH response, Procurement and contract management, Monitoring and Evaluation.
        4. Language Requirements: English - Proficient/Fluent.
  • Desirables

      1. Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
      2. Master's Degree, postgraduate courses, Somali language, humanitarian preparedness, emergency response, health system resilience.
      3. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
