Finance Assistant
Concern Worldwide is an international non-governmental humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries.
Applications are invited from suitably qualified candidates for the following position:
Job title: Finance Assistant
Job Location: Hargeisa, with regular field visits to the programme locations (where applicable).
Reports to: Finance Officer
Liaises With: Finance, Admin, Logistics/Procurement and Programme Team
Contract Details: 1 year renewable dependent on funding
Job Purpose:
The Finance Assistant, under the direct supervision of the Somaliland Finance Officer, plays a crucial role in ensuring the smooth operation of the finance function within the Somaliland Programme. This role primarily focuses on delivering effective support while adhering to Concern's financial policy, providing high-quality assistance to the Somaliland Programme team. Success in this position relies on meticulous attention to detail, steady commitment to accuracy, and timely maintenance and reporting of program accounts.
This role also maintains a high degree of confidentiality and a strong focus on employee relations. Performance in this position will require flexibility and excellent time management skills to meet job objectives.
Main duties & Responsibilities:
§ Effectively handle the day-to-day Hargeisa Office financial transactions which include receiving cash, making payments, and recording transactions in the excel cashbooks on daily basis
§ Ensure that cash is securely managed at the Hargeisa Office and cash handling procedures adhere to Concern guidelines
§ Make payments at the Hargeisa Office by presenting cash requirements to the Finance Officer to meet due programme expenditure
§ Review and ensure that all expenditures are adequately approved, properly coded and supporting documentation adhere to Concern and donor requirements
§ Maintain floats record and ensure that they are properly accounted for upon their expiration
§ Maintain accurate cash books and ensure they are submitted to the Finance Officer on the 1st of the following month for review
§ Carry out weekly cash counts and ensure that the finance officer sign off the cash count sheet after verification
§ Maintain accurate and up-to-date financial records all the time, ensuring that proper filing is maintained all the time and documents are easily retrievable
§ Assist the finance officer in reviewing finance documents
- Assist in the preparation of monthly financial reports
- Support the Finance Officer to coordinate financial matters with third parties like vendors and tax authorities.
- Support in photocopying, scanning of all vouchers by 15th of the next month.
- Assist in carrying-out physical assets and inventory verification of the Hargeisa Office on quarterly basis and provide fixed asset information to the Operations Manager.
Others:
§ In the absence of the finance Officer, assume the acting role while the finance offer is away as per laid down roles and responsibilities
§ Undertake other appropriate tasks as requested by your line manager

· In line with Concern’s commitments under the Core Humanitarian Standard (CHS):
· actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
· work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
· Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities.

Skills and qualifications
Person specification:
Required Qualification and Skills
§ Degree in Finance, Accounting, Banking, Business Administration.
§ Good working knowledge of MS word, excel, outlook, power point, and use of office equipment (e.g. photocopy, scanner, etc.).
§ Able to work under pressure, able to understand the priorities of the support function and act accordingly.
§ Ensure proper collaboration with other departments (logistic, Admin, program, IT, etc.) to provide efficient support without compromising the Concern’s standards.
§ Committed to integrity and honesty towards works, financial transactions, dealings, etc.
§ Having a good command of English will be necessary.
