Since 2008, CAM’s Global Program has partnered with midwifery associations in Africa, Haiti, and Venezuela to promote reciprocal capacity-building and improve reproductive health outcomes.

Job Summary

The Regional Coordinator will coordinate CAM’s regional activities within the Somali Midwives for Improving Lives and Enhancing Sexual and Reproductive Health (SMILES) project. They will work closely with CAM’s Global team (based in Canada) and regional partners, including midwifery associations, to support the implementation and coordination of project activities, develop project documentation, manage work plans, maintain stakeholder relationships, coordinate monitoring and evaluation efforts, report to donors, and oversee the activities of consultants and volunteers. The coordinator will also represent CAM at relevant meetings and conferences.

This position is based in Somaliland and reports to the Global Operations Manager in Canada. It requires regular work from the Somaliland Nursing and Midwifery Organization (SLNMA) office in Hargeisa, with frequent travel across Somaliland, Puntland, Galgaduud, and Lower Jubaland, and occasional travel to Canada.

Primary Duties and Responsibilities

Project Coordination (80%)

·         Support the development of high-level project documents (project implementation plan, annual work plans and budget, etc.) in conjunction with CAM’s Global team and regional partners, namely CARE Somalia, the Somaliland Nursing and Midwifery Association (SLNMA), the Somali Midwives Association (SOMA) and Puntland Association of Midwives (PAM). 

·         Contribute to the creation of critical project management tools (work breakdown structure, GANTT charts, partner communication plan, etc.).

·         Create detailed work plans which identify and sequence the activities needed to successfully complete the projects.

·         Develop schedules for project completion that effectively allocate the resources to the activities.

  • Implement project activities according to the project work plan.
  • Set up files to ensure that all project information is appropriately documented and secured.
  • Monitor the progress of the project activities and adjust as necessary to ensure their successful completion.
  • Establish communication schedules to update stakeholders and appropriate staff on the progress of the activities.

·         Ensure close collaboration and coordination with project partners (CARE Somalia, SLNMA, SOMA and PAM) to guarantee smooth implementation of activities and achievement of results as specified in project and partnership agreements.

  • Provide technical support/expertise to midwifery consultants for the development of midwifery related materials (including promotional materials, curricula, manuals, etc.).

·         Support the recruitment of international project consultants and/or volunteers in conjunction with CAM Global staff.

·         Oversee the recruitment of local consultants and volunteers with appropriate skills for the project activities according to established procedures and manage their contracts according to CAM’s established policies and practices.

·         Ensure that all local consultants and volunteers receive an appropriate orientation to the organization and the project.

·         Work closely with CAM management and finance staff to monitor project activities, expenditures, and progress towards achieving the project results.

·         Write project donor reports as required.

·         Ensure that the project deliverables are on time, within budget and at the required level of quality.

·         Support the monitoring and evaluation of the overall progress on project indicators.

·         Provide strategic insight to CAM’s Global managers, Midwifery Technical Expert, and MEAL Lead towards continual learning and improvement.

Stakeholder Management (20%)

·         Represent CAM at various meetings and events in Somalia and Somaliland, with occasional travel to other countries in the region as needed. 

·         Lead the development of new partnerships in Somalia and Somaliland that align with CAM’s goals and values, in coordination with CAM’s Global Program and Partnerships Manager.

·         Engage in stakeholder engagement activities, including the participation in bilateral meetings, trainings, workshops, and events.

·         Provide technical support/expertise to midwifery associations towards organizational strengthening and successful project coordination.

Other duties as assigned.

Skills and qualifications

·         University degree in international development, global health, administration, management, or another relevant field related to the role.

·         Minimum of 5 years' experience in the international development sector, with a focus on project management.

·         Strong knowledge and experience in health system strengthening and/or Sexual and Reproductive Health and Rights (SRHR), gender equality, and women’s rights in international development.

·         Demonstrated expertise in Results-Based Management (RBM) and in developing and applying performance measurement frameworks.

·         Proven experience in donor reporting, including strong analytical and report-writing skills.

·         Excellent command of English (spoken and written) and Somali (spoken).

·         Excellent organizational, administrative, and budget management skills, including experience with procurement processes.

·         Fluent in English (spoken and written) and Somali (spoken).

·         Proficient in digital tools such MS Suite (Outlook, MS Word, Excel, PowerPoint, etc.) and virtual collaboration platforms.

·         Ability to work independently and collaboratively with team members and stakeholders.

·         Demonstrated capacity to work effectively in diverse cultural and political settings.

·         Committed to gender equality and women’s rights. 

Additional Assets

The following are considered strong assets:

·         Experience in maternal, newborn, and child health programming.

·         Familiarity with the midwifery profession and health systems in Somalia and Somaliland.

·         Experience with projects funded by Global Affairs Canada (GAC) or other international donors.

Working Conditions & Location

·         Based at the Somaliland Nursing and Midwifery Organization (SLNMA), CAM’s partner, office in Hargeisa, Somaliland.

·         Periodic international travel within the Horn of Africa; a valid passport is required.

·         Occasional travel to Canada for up to 3 weeks at a time.

·         1-year full-time contract with the possibility of renewal up to 5 years.
