Job Title: Damal Cafimad Project Manager

TEAM/PROGRAMME: Operations

LOCATION: Hargeisa

SCI GRADE: 2

Job Type: Somali National 

CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: The Damal Cafimad project manager will directly be responsible in managing the day-to-day implementation of the project in the region with coordination with the project team, Somaliland MoHD in national, regional and districts level to ensure successful implementation in line with approved donor agreement, budget, and SC health/Nutrition thematic strategy. The manager will ensure the programming is implemented with high quality by supporting the technical aspects of the anticipated Damal Cafimaad health program, ensuring it is implemented with quality. The project manager is expected to have strong leadership qualities, breadth of technical expertise, as well as project management, monitoring and evaluation, and budget management skills. S/he will ensure progress reports and project work plans are timely prepared and adhered to, as well as ensuring provision of effective technical assistance and support for health and nutrition activities in support areas, ensuring planned program activities are implemented as planned and in line with Save the Children policies and procedures, and donor requirements.

SCOPE OF ROLE:

Hierarchically Reports to: SL Health and Nutrition Program Managers/ Damal Cafimaad Project Director

Functionally Reports to: Senior Health and Nutrition Technical Specialists (SHTS)

Dimensions: Save the Children works in several regions in Somaliland with a current staff complement of approximately 200 staff.

KEY AREAS OF ACCOUNTABILITY:

Overall Project Management responsibility.

        Ensure timely start-up of the project by developing detail implementation plan for the project.

        Ensure the implementation of comprehensive Essential Package of Health services (EPHS) program in collaboration with the ministry of health.

        Ensure budget monitoring, timely forecasting, and review of budget versus actual.

        Together with HR support the recruitment processes of qualified technical staff for health and nutrition projects.

      Maintain regular communication with the field and area managers, A Programme Managers and technical staff

       Oversee the implementation of the health and nutrition activities of all projects and ensuring that the quality standards and state of quality are met.

      Overall responsibility for the Minister of health staff capacity building plan and implementation.

      Identify supply needs in intervention areas and work with logistics team to put in place a phased procurement plan and to deliver on that plan in a timely manner.

      Ensures that the procurement of supplies and medicines are done in a timely manner and within budget and that the projects achieve targets as agreed with project; and that any deviations are flagged and escalated as appropriate.

      Responsible for overseeing the technical aspects of the program ensuring it is implemented with quality.

      Ensure Progress reports and project work plans are timely prepared and adhered to, as well as ensuring provision of effective technical assistance.

      In consultation with the SL MoHD, design and implement effective onsite technical supportive supervision to the health workers.

      Coordinate the conduct of regular joint technical review meetings with the MoHD to assess progress of the project against its targets.

      Lead on the roll-out and implementation of the Quality-of-Care Initiative across all supported Health facilities

      In close collaboration with the Program Manager and logistics and finance teams to support all activities of the Damal Cafimaad health program in the program location. These includes but not limited to providing close technical support, ensuring quality of project implementation, ensuring cross-learning and documentation, sharing lessons with relevant partners, ensuring compliance with health thematic plan and organizational standards, etc.

      To lead in developing technical research protocols to support analysis of project achievements, constraints, and findings.

      To lead in the coordination and preparation of donor reports and, in liaison with the operations, awards and finance departments, to ensure that these are of high quality, reporting clearly on progress towards the outputs, and thus towards meeting the purpose, of the project as stated in the project proposals.

      To document achievements and learning of the projects on a quarterly basis and share with the wider Health and Nutrition Team

 

Coordination and Representation

       Ensure integrated programming with other sectors particularly WASH, and where applicable with protection, education, livelihoods, and food security in other projects within project location.

      Represent the Damal Cafimaad program to partners, donor agencies, health agencies, including Ministry of Health Development (MoHD), and the World Bank.

      The manager will have direct management and coordination of all project activities and staff of Damal Cafimad

      Lead all project coordination with the Ministry of Health at national and regional level including organizing and executing regular meetings.

       Support the Health technical team in respect to the coordination of health/nutrition activities of the Damal Cafimaad program.

       Ensures that MoHD Capacity assessments are done within the inception phase – in close coordination with the ministry of Health.

Monitoring, Evaluation, Accountability and Learning:

       In coordination with the REALM, ensure that the initial baseline surveys are conducted covering.

       Ensure regular Monitoring and supportive supervisions are conducted including jointly with MOH at different levels.

       Support the area teams to collect the timely submission of data, data digitally and analyse the same for use during the monthly reporting.

       Work with the REALM team to ensure that all indicators chosen for the program are realistic and are being collected by relevant staff, progress against target and timely actions

Skills and qualifications

QUALIFICATIONS AND EXPERIENCE

PERSON SPECIFICATION

The post holder will be sensitive to the cultural and political environment of Somalia/Somaliland and will have the ability to plan and ensure the implementation of the project, and to manage resources effectively.

Essential

      Health professional with relevant qualification in medicine and/or public health. Master’s degree in public health preferred.

      A minimum of ten years of full-time experience in managing health service delivery projects with eight years of experience in staff and project management

      Experience managing essential health service delivery in Somaliland is strongly preferred.

      Previous experience in coordinating, implementing, and managing complex health programs with INGO’s in developing countries and/or IDPs settings.

      Experience in situation analysis, health assessments and program implementation.

      Excellent skills in monitoring implementation of Health programme activities.

      Excellent oral and written communication skills.

      Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances. 

      Excellent computer skills: MS Word, Excel, Power point, Epi-Info/SPSS, Outlook, and the internet.

      Ability to multitask, work under pressure, exercise flexibility and adaptability to transition.       Commitment to Save the Children’s Child Protection Policy
