    Subject: Information Technology Advisor (International Consultant)

     

    Background

    Somaliland multiparty system and elections began with a constitutional referendum in 2001. Elections and Somaliland Democracy is a home initiative started from the grassroots, since that time, Somaliland has successfully held three municipal elections in 2002, 2012, and 2021; three presidential elections in 2003, 2010, and 2017; and two parliamentary elections in 2005 and 2021 with great success.

     

    The Somaliland National Electoral Commission (NEC) plays a pivotal role in ensuring the integrity and efficiency of electoral processes in Somaliland. In preparation for the combined presidential and political parties elections scheduled for November 13, 2024, the NEC is recruiting an Information Technology Advisor.

     

    Scope of Work:

    Under the guidance of NEC, and in direct collaboration with his/her counterparts, the Information Technology Advisor’s responsibilities will include:

     

           Design, develop, and implement a secure, efficient election result management software tailored to the Somaliland National Electoral Commission (NEC) needs.

           Ensure the software includes data collection, result tabulation, reporting, and verification functionalities.

           Support NEC in preparing result management kits for the election process.

           Assist in developing and implementing robust security measures to protect the integrity and confidentiality of election data.

           Ensure compliance of the software with all relevant legal and regulatory requirements for election processes.

           Provide comprehensive training to electoral commission staff and relevant personnel on using and managing the election result software.

           Offer ongoing technical support and troubleshooting throughout the election period to ensure smooth system functionality.

           Conduct a comprehensive cybersecurity assessment of the election result management process and other NEC IT systems to identify vulnerabilities and threats.

           Implement and maintain advanced cybersecurity measures to mitigate risks and protect against cyber-attacks.

           Assist NEC in establishing administrative procedures to ensure readiness for configuring election systems and kits.

           Review and revise systems, procedures, and controls to ensure the result management system and election data are reconciled, uploaded, and published.

           Enhance the security of data transfer, backup, and recovery procedures.

           Test NEC's recovery procedures and mitigate potential data loss risks.

           Review and update the functionality and reporting of the SMS system.

           Update IT policies to align with industry best practices.

           Oversee the production of election-related IT reports and data lists.

           Implement the biometric voter verification system.

           Prepare an end-of-mission report with recommendations for future IT system upgrades and sustainability.

    Skills and Qualifications

           Master's degree or equivalent in a relevant field.

           At least 15 years of international election experience, with a proven track record of working in countries with conditions similar to Somaliland.

           Proven experience in developing election result management software.

           Demonstrated experience in conducting similar international embedded expert deployments, providing advisory services, and supporting electoral processes in challenging environments.

           In-depth technical expertise in developing and managing election systems.

           Extensive knowledge and experience in election management.

           Strong ability to remain composed and effective during crises and challenges.

           Exceptional attention to detail.

           Ability to work respectfully and effectively with local staff.

           Strong communication skills with fluency in English.

     

    Duration of the assignment

    The duration of the assignment is 35 days, including travelling to Hargeisa to carry out the capacity assessment.
