TITLE: Global Partnership for Education (GPE) Program Director
TEAM/PROGRAMME: Education

CONTRACT LENGTH: 12 MONTHS
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Global Partnership for Education (GPE) funded Education Sector Program Implementation Grant (ESPIG) is aligned with the priorities of the Somaliland Ministry of Education and Science (MoES), Education Sector Plan (ESP) and with GPE strategic objectives. The program focuses on the primary education sub-sector and seeks to expand equitable access to quality primary education opportunities, improving learning outcomes, ensuring the acquisition of foundational skills at the expected level for each grade, and enhance system capacity at the Somaliland MoES
The Program Director will provide overall strategic leadership and direction for the GPE Program. The Program Director will support the Education Program Manager for the delivery of the program.
The Program Director will work closely with all relevant partners/stakeholders and ensure all activities progress as per the plan. The Director will oversee the timely delivery of all program deliverables. The Director will also ensure the development and operationalization of a robust M&E system for the program, ensuring high quality measurement of outputs, intermediate outcomes and final outcomes.

Reports to: Director of Program Operations and will have direct technical and operational link with the area Education Program Manager

Budget Responsibilities: Yes
Role Dimensions: SCI as an organization operates in all districts of Somaliland, implementing child protection, child poverty reduction, health, nutrition, education, and WASH in coordination with the relevant line ministries. SCI Somaliland employs over 160 staff across three offices and implements a budget of close to 28 million USD per year.
KEY AREAS OF ACCOUNTABILITY:
Programme Development
- Assist and work with the Program Deveopment team at the Country Office, technical team and area education team on the devleopments and submission of of new grants to expand the education portfolio.
- Facilitate the dissemination of research findings, achievements, and good practices of the program within the education actors in Somaliland
- Work together with the education and M&E team in planning, undertaking, and disseminating studies and
reviews of the program
Program Delivery
- Support strong planning of the program with education team and partners ensuring that all activities progress as per the plan and that all stakeholders and communities are fully involved in the implementation of the program.
- Oversee timely delivery of all program deliverables with the education team and partners.
- Operationalize adaptive management processes to ensure refinement of delivery approaches and maximize impact.
- Coordinate with the MEAL teams for a robust research-based M&E for the program, advocacy, communication and learning sharing.
- Offer innovative technical support to the team and its partners to ensure better access, equity and quality of education
- Travel to project sites in Somaliland and conduct regular monitoring of the program together with program team to ensure the set quality is met.
- Organize periodic joint review meetings involving all program stakeholders and partners in Somaliland and ensure that planning/implementation of projects are informed by the outcomes of the reviews.
- Facilitate the organization of regular steering committee meetings of the partners through synthesizing and presenting the progress (including challenges and proposed actions) issues of the program that requires policy decision; and following the implementation of the decisions and actions of the committee.
Donor communication, compliance, and Reporting,
- The Program Director will be responsible for ensuring compliance with donor regulations, ensure compliance with the grant rules as well as familiarity and compliance with and overall implementation of the program.
- Consolidate program technical reports and ensure quality and timely submission of annual donor reports in‐ line with GPE requirements.
- Ensure adequate financial management in liaison with the relevant finance teams.
- Coordinate grants management, financial management and procurement are in line with GPEs contractual requirements.
- Ensure compliance with Save the Children regulations, formats and requirements and policies, working in close coordination with Save the Children USA Education team as well as other relevant Save the Children Somaliland departments.
- Ensure progress against grant proposals/work plans while ensuring timely identification and mitigation of any potential delays.
- Ensure all program implementation is conducted in line with GPE’s contractual requirements.
- Coordinate GPE Donor relationship management in collaboration with Save the Children USA teams.
- Coordinate and manage the relationship with the Coordinating Agency (EU), Education Sector Committee (ESC), and other relevant stakeholders.
- Take an active role and provide strategic guidance to the Program Management and Steering Committee and be the convener of meetings.
- Participate in strategic meetings related to the delivery of education services in all the program target areas
- Support, liaise and collaborate with the Somaliland MoES in facilitating and leading coordination processes with all GPE partners.
- Have oversight role in the preparation and management of the JRES.
Budget management and compliance
- As budget holder of the programme ensure that the programme is implemented in accordance with SCI and donor’s compliance requirements, within time and on budget. Budget holding responsibilities to be determined in line with Save the Children scheme of delegation.
- Oversee budget of the programme as it is implemented in two Area Offices and local partners. Monitor expenditure, forecasting and financial performance.
- Ensure that regular budget tracking (budget expenditure variance analysis) of the programme is carried out and this is discussed with relevant project managers of the Area Office and partners and appropriate actions are taken on time.
- Ensure timely preparation and submission of financial reports to the donor along with technical report.
- Identify and effectively manage all key risks related to the programme in coordination with partners, in particular ensuring that, in collaboration with relevant manager of the CO, anti-fraud and anti-corruption policies and procedures are followed to minimize risks in delivery of the programme.

- Contribute to the technical knowledge, skills and experience of the education programme in Somaliland in introducing innovations in education programmes and in turn documenting and sharing best practices and innovations for replication and advocacy together with programme Management and Quality Team.

Skills and qualifications
- Post-graduate degree in education planning and management or a related field.
EXPERIENCE AND SKILLS
- Recommended a minimum of 6 years of relevant technical experience including senior program management
- Knowledge of current global and regional debates on quality and employment-oriented education policies and models
- Proven experience of developing and managing high quality, innovative and cost-effective technical education projects in both development and emergency context preferably in Somali context and with International NGOs
- Proven experience and skills in research and advocacy and influencing institutional, private and/or corporate donors and writing up high quality donor reports
- Experience of working with local/national governments and capacity building of systems, partners and staff
- Ability to extensively travel for project monitoring and provide on-site technical support to field teams
- Highly developed interpersonal and communication skills including influencing, negotiation, steering and coaching
- Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures
- Strong results orientation, with the ability to challenge existing mindsets
