HALO Somaliland – Monitoring & evaluation Officer Terms of reference
HALO Somaliland has been operating since 1999, delivering humanitarian mine action activities, including survey of hazardous areas, mine clearance, and explosive ordnance risk education in pursuit of the organizations mission to protect lives and restore the livelihoods of those affected by conflict. The programme currently employs approximately 500 staff members. HALO Somaliland is seeking a competent Monitoring & Evaluation Officer to analyse and quantify our efforts.
Role: Monitoring & Evaluation Officer
Location: Hargeisa, Somaliland – (with occasional field trips to remote locations)
Reporting to: Programme Officer
Internally works with: GIS/IM Officer, Community Outreach and Risk Education (CORE) teams
Externally works with: Relevant local organisations/stakeholders
Deadline: 22/01/2023
Responsibilities:
- Support and contribute to the development and implementation of monitoring and evaluation activities in accordance with the programme’s Standard Operating Procedures (SOPs) and guidelines.
- Compile and update the indicator tracking dashboards on a monthly basis for donor reporting and tracking progress against donor specified targets.
- Lead on any training in new methods of data collection / conduct refresher trainings as necessary.
- Serve as a focal point for the CORE teams; identify and facilitate training on best practices.
- Lead on the quality control and analysis of surveys and data collected by CORE teams.
- Assist the Programme Officer with partnership engagement and management.
- Contribute to the design and implementation of development initiatives such as conservation projects and/or women’s empowerment activities.
- Undertake occasional field trips as required, including working minefields and project sites, providing analysis and community liaison.
Skills and qualifications
Requirements:
- 2 – 3 years of experience in monitoring and evaluation in humanitarian/development projects
- Advanced Excel skills are required
- Strong oral and written English skills
- Fluent Somali Speaker
- Good organisational and coordination skills
- Strong IT skills, including Microsoft Office
- Good communicator with ability to work with a diverse group
(Desirable)
- A University degree in a relevant discipline.
- Knowledge of mobile data collection platforms (Fulcrum & Survey123)
- Previous experience with Somali NGOs
