Position Summary
We are looking to employ an HR Officer with excellent communication skills, both written and verbal. The HR Officer is expected to be knowledgeable of employment legislation and possess strategic and commercial insight on the labor process. He/she must be able to negotiate with diplomacy.
Job Title: Human Resources Officer
Reporting to: Human Resources Manager
Location: Hargeisa, Somaliland
Contract Type: Fixed Term - One year
Duties and Responsibilities
- Preparing job descriptions, advertising vacant positions, and managing the employment process.
- Orientating new employees and training existing employees.
- Monitoring employee performance.
- Ensuring that all employees are organized and satisfied in their work environment.
- Overseeing the health and safety of all employees.
- Implementing systematic staff development procedures.
- Providing counseling on policies and procedures.
- Setting up assessment tests and interviews for the HR Manager.
- Preparing the weekly reports for the HR Manager.
- Ensuring meticulous implementation of payroll and benefits administration.
- Prepare contracts for new employees and renewed employees.
- Prepare offer letters and Induction schedule and HRIS Training for new employees.
- Communicating with staff about issues affecting their performance and work environment.
- Ensuring accurate and proper record-keeping of employee information in electronic and digital format.
- Ensure staff compliance with the Human Resources Manual.
- Any other duties assigned by the line manager.
Skills and qualifications
- Bachelor’s degree in Human Resources Management or related field.
- Minimum 3 years of relevant experience.
- Additional training/certification in payroll management is an asset.
- Able to engage in meaningful negotiation and resolution.
- Knowledge of employment legislation and the Somaliland Labor Law.
- Excellent verbal and written communication skills.
- Protecting the interests of all employees.
- Full understanding of HR functions and best practices.
