National Consultant to Develop Gender and Human Rights Training Course for Somaliland Police Officers by the SLNHRC.

- Background:
The Somaliland National Human Rights Commission (SLNHRC) is a statutory body established by an Act of Parliament No. 39/2010 entitled “The Somaliland National Human Rights Commission Act”. The Act, which entered into force on December 2010 enacted the full establishment of the Commission, clarification of the mandate, functions and institutional structure of the Commission. The Act provides for the functional, operational and independence of the institution. The Act provides for the functions of the Commission include: investigating human rights violations, visiting places of detention to inspect and assess the conditions of the inmates, to create awareness and research and educate the communities on human rights, give advice and make recommendations to cabinet ministers and members of parliament (MPs) on the protection of human rights and basic freedoms and monitoring the human rights situation in the country. The Act further gives powers to the Commission to perform its functions to mediate, investigate and make decisions on human rights and related matters.
The Commission may also summon or require the attendance of any person before it as well as the production of any document or record relevant to its investigation. SLNHRC works closely with the Government Ministries. In order to promote and consolidate a culture of respect for human rights and the rule of law in Somaliland, the Commission additionally works with the immigration services, regional governments, local authorities, traditional and religious leaders, women's groups, minority groups and organizations supporting the disable & children and other civil society organizations, UN and International NGOs which support the implementation and protection of human rights in Somaliland.
The Joint ROL Programme for Somaliland 2023-26 (JROLP II) is developed in alignment with the NPDIII 2023-27 Governance Pillar, Specifically, JROLP II will support the Government of Somaliland (GoSL) to contextualize and localize SDGs 5, 10 and 16 through strengthened security and rule of law systems that are inclusive, gender transformative, people-focused, and service-oriented. This will be bolstered with appropriate, feasible and measurable targets and supported with collection and consolidation of data. The Program is for all communities across all regions are empowered to engage with key Rule of Law and security actors and participate in identifying security and justice challenges and in implementing solutions, then they will foster inclusive, equitable, accountable, and responsive RoL systems and institutions – formal and traditional – at the national, regional and district level. The collaboration between rights holders and duty bearers, will promote structural equality (including gender justice), uphold human rights standards, improve the quality, and reach of access to justice services and enhance public trust in the RoL and Governance systems, thus, contributing to stability, social cohesion, realizing the social contract and laying a solid foundation for development.
The programme with outcome of Somaliland rule of law institutions are inclusive, equitable, accountable, and responsive, particularly to the most marginalized and vulnerable and with four interlinked outputs of; (1) Enhanced institutional capacity improves service delivery and access to justice; (2) Improved capacity and oversight of police contributes to the safety and security of SL citizens. (3) Enhanced legal and policy environment, and capacities for human rights and gender justice and (4) Enhanced criminal justice enforcement and correctional services.
JROLP II will support the SLNHRC to further refine its human rights monitoring and reporting procedures, enhance members’ understanding and capacity to continue to monitor freedom of expression, promote due process and fair trials, especially for media persons, continue inspection of detention conditions in police stations as well as police conduct during public protests. In addition, the Program will continue support the expanded Human rights and Gender training for the police officer in the regions and through National Human Rights Commission (NHRC) to establish and make functional the internal police disciplinary committee provided at Articles 32 and 33 of the Police Act is in place in Hargeisa but not in the regions. Article 34 of the Police Act establishes and identifies the membership for the Investigation and Public Complaints Commission at the regional level and the Committee for Complaints against the Police Force in Hargeisa. Supporting the development of police and community partnerships to combat crime will go some way to enhance police performance, human rights-based policing and improve public trust in the institution.
Hence, the Somaliland National Human Right Commission is committed promoting gender equality and upholding human rights within the rule of law and security sector, in order to enhance the capacity of police officers in addressing gender-related issues and ensuring the protection of human rights, the SLNHRC is seeking a qualified national consultant to develop and deliver a comprehensive gender and human rights training course for targeting Police Officers in Somaliland.
- Objectives: The overall objectives of this consultancy are to design and develop a tailored training course on gender equality and human rights for police officers. The course will equip participants with the knowledge, skills, and attitudes necessary to effectively respond to gender-based issues and ensure that human rights is respect in its policing operations by Somaliland Police.
- Scope of Work: The consultant will be responsible for the following tasks:
a. Training of Trainer’s (TOT) curricula on rights based policing partnership developed.
b. One Training of Trainers course delivered for 15 persons.
c. Rights-based training plan implemented.
d. Design engaging training materials, including presentations, handouts, case studies, role-playing scenarios, and any other relevant resources
e. Use Lecture/presentation and participatory teaching methodologies to ensure effective knowledge transfer and skills acquisition.
f. . Provide recommendations for evaluation and assessment methods to measure the effectiveness of the training
g. Ensure that the training course complies with international best practices, relevant legal frameworks, and ethical standard
- Target group/trainees: The training course is designed for the target group of police officers, including police trainers, frontline officers, supervisors and specialized units.
- Duration and Schedule: The consultant will propose a recommended duration for the training course, including the number of training days and hours per day. Additionally, a tentative training schedule will be provided.
- Deliverables: The consultant is expected to deliver the below listed deliverables:
a. Inception Report with Gender and Human Rights Training Plan
b. Detailed course outline with modules, topics, and learning objectives.
c. Training materials including presentations, handouts, and other resources.
d. Final completion training report with lessons-learned, challenges, recommendations and way forward for future programming. Annex- Training Evaluation Report.
- Reporting: The consultant will provide regular progress reports to the chairperson of the SLNHRC on a bi-weekly or monthly basis.
Skills and qualifications
- Qualifications and Experiences: The consultant should possess the following qualifications and experiences:
a. Master of law, human rights, security sector reform, policing, political science, international and humanitarian law and public administration, with 5 years work experience in designing and delivering HR training courses, particularly for police or related institutions. Or first degree of the above-mentioned fields with minimum 10 years working experience in designing and delivering HR training courses, for criminal justice and law enforcement institutions.
b. Demonstrated expertise in gender equality, human rights, and law enforcement.
c. Familiarity with international and national legal frameworks related to gender equality and human rights.
d. Previous working experience with UN agencies and INGOs is preferred
e. Ability to work independently and meet deadlines
9. Budget: The consultant will provide a detailed budget proposal outlining all anticipated costs, including fees, travel expenses (if applicable), and any other related expenses.
10. Timeline: The consultant is expected to complete the development of the training course within three (3) months from the commencement of the consultancy.
