- ORGANIZATION AND POSITION OVERVIEW
Welthungerhilfe (formerly German Agro Action) is one of the largest politically and religiously independent aid agencies in Germany; The organization fights for "Zero Hunger by 2030". Since being founded in 1962, it has provided funding of EUR 4.2 billion for more than 10,369 overseas projects in 70 countries. Welthungerhilfe (WHH) bases its efforts on the principle of help for self-help, which it implements with measures ranging from rapid disaster relief to rehabilitation to long-term development cooperation projects with national and international partner organizations.
Welthungerhilfe has been active in Somaliland (Awdal, Maroodijeex, and Togdheer) since 2001 and has recently expanded into South/Central Somalia in 2022 through cooperation with local implementing partners. Whilst our strategic focus is on building resilience and strengthening local humanitarian leadership, our 2022-2023 activities will also seek to respond to the present drought crisis through humanitarian relief. Currently, Welthungerhilfe has projects in Awdal, Maroodi-jex, Sahil and Togdheer Regions of Somaliland. The foci of intervention have been rural development, natural resource management, disaster risk management, WASH, food security, and adult education. Recently, sustainable WASH systems and rangeland management have gained a prominent place in our portfolio as the main elements of climate change resilience. Through time, the diversity of activities and the volume of funds have grown. Welthungerhilfe is determined to implement its projects increasingly in partnership with local organizations and of course, with the active involvement of the communities under consideration and relevant government authorities.
In South/Central Somalia, Welthungerhilfe has active projects in Gedo, Galgaduud and plans to expand to Hiiraan, Bay and Bakool regions. Humanitarian emergency assistance, Food
Security, Resilience programs-agriculture, WASH and infrastructure rehabilitation and infrastructure restoration are the core areas of our work in South Central Somalia.
- Objectives of the position
The Monitoring, Evaluation, Accountability and Learning (MEAL) Expert will have the responsibility of leading and coordinating the overall MEAL function of WHH Somaliland programme, whilst supporting the establishment and continuation of synergies with the MEAL team in South/Central Somalia.
III. Duties and areas of responsibility
2.1. Duties with own area of responsibility
- Coordinates the application of WHH program Monitoring, Evaluation, Accountability and Learning (MEAL) framework in all WHH running projects.
- Supports and checks inclusion of WHH comprehensive MEAL system and donor requirements in planned projects.
- Leads the undertaking of baseline surveys, midterm & final evaluations and other need-based assessments or reviews/evaluations of ongoing and future emergency and development programmes/projects.
- Development of web forms to facilitate the data collection process and reporting by using Akvo Flow or CommCare data collection platforms.
- Review participant selection criteria processes and verify the targeting of project participants through post-distribution monitoring.
- Undertake routine field monitoring to ensure that WHH projects are implemented as planned. Train and supervise survey enumerators and data entry staff on the data collection tools, and methods of data collection, when required.
- Ensure data quality control process including reviewing and cleansing all WHH Somaliland projects’ data (i.e surveys, assessments, project participants’ registrations, and reports) and ensure they are complete, accurate, and up-to-date before inputting into the online project management system.
- Quantitative and qualitative data analysis and writing timely and useful reports.
- Establishes standard planning/reporting system and templates for WHH office.
- Assists the programme in preparing monthly, quarterly, annual and other need-based internal and donor standard reports.
- Documents good practices with particular emphasis on food and nutrition security for internal knowledge management (project planning and implementation) and for external advocacy
- Leads MEAL capacity-building efforts for staff and WHH implementing partners.
- Lead the development of a plan to meet WHH’s global accountability commitments in WHH’s Somaliland interventions.
- Support documenting case studies and success stories (written & audio) for specific project components and the overall programme.
- Lead the CRM systems and ensure that the CRM database is regularly analyzed.
- Supports program staff to apply Humanitarian Accountability Partnership (HAP) standards to their work in the design, implementation, monitoring and evaluation of WHH projects.
2.2 Duties without own area of responsibility
- Develops key promotional messages in consultation with WHH program team.
- Participates in the review of feasibility, efficiency & quality of Information, Education and Communication materials (IECs)
- Supports organizing key WHH workshops and assembly events.
- Collects important and sufficient success stories from WHH intervention areas.
- Participates in donor visits to project areas.
- Perform other reasonable duties assigned.
2.3 Specific Activities and duties of the position
- Support to ensure compliance of activities with project communication strategy by following donor and WHH guidelines.
- Establishes WHH Somaliland communication framework in accordance with WHH and donor needs.
- Develops minimum standards and requirements for WHH and donor visibility and give a follow-up on the application in all WHH projects.
- Update and store all MEAL documents in the project’s database in WHH’s online project management system.
Skills and qualifications
- Knowledge/ Qualifications
1.1 Professional/ formal qualification
- Degree in Economics, Statistics, Rural Development, or other related fields 2 Job-related professional experience
- At least 5 years of professional experience working in planning and/or MEAL in food and nutrition security programs and emergency interventions.
- Strong technical expertise in MEAL, Project Cycle Management, and result-based reporting, and knowledge of core humanitarian standards.
- Ability to work and deliver expectations with limited/little supervision.
- Excellent/demonstrated analytical, presentation, communication, and reporting skills.
- Strong computer skills and ability to use MS Office and Akvo Flow/CommCare (or similar data collection platforms) for mobile data collection, familiarity with Open Data Kit is an advantage.
