Advisor on Monitoring and Evaluation and Invasive Plants 4T
Reports to: Programme manager
Duty Station: Hargeisa, Somaliland
The advisor on monitoring and evaluation (M+E) and invasive plants serves all four outputs with these cross-cutting topic M+E and application of ICT tools. In addition, he is the advisor for the usage of invasive plants, namely Prosopis Juliflora.
- Responsibilities
The advisor is responsible for
- implementing daily operational aspects of all issues related to the project
- processing technical aspects and further developing the area of responsibility in accordance with the specified quality standards
- maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ
- carrying out specific tasks in connection with knowledge management for the programme
The advisor performs the following tasks:

- Management and coordination The advisor is responsible for
- Coordinates, preparing and conducting project activities and carries out other activities required for implementing these cross-cutting topics M+E and ICT applications.
- assists national and international advisers in carrying out their work and capacity development if required
- assists the project with all organisational and management issues
- helps identify the needs of government institutions
- participates in formulating project action plans and helps synchronise the planning and budgeting system and counterparts
- is jointly responsible with the partner institution for preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities
- orders and distributes PR materials on the project as well as GIZ PR materials
- assists with PR work for the project
- Communication and networking
- develops and maintains contact with all important stakeholders
- provides technical assistance to local and international experts
- ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government
institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.
- Participates in monthly meetings of ministries and meetings with other stakeholder if required
- Technical advisory activities
- Sets up and carries out a monitoring system
- prepares, carries out and documents frequent project planning session of the RDRM team
- Plans, develop and conducts all required activities to conduct frequent monitoring and evaluation measures
- Carries out FIES assessment (s) by using Kobo software
- Is responsible for the delivery of the figures for the yearly assessment of the standard indicator,
- Provision of the quarterly / yearly monitoring figures etc.
- Supports the team member in their monitoring efforts
- develops IT based information systems related to the topic of the project
- assists short-term experts assigned to projects in completing their tasks
- carries out a program on management – control – use invasive plants
- carries out a program of improved stoves with the support of other (temporary) staff members
- provides knowledge on the usage of Prosopis
- Other duties/additional tasks

Skills and qualifications
- equired qualifications, competences and experience Qualifications
- BSc in development planning or an IT related topic
Professional experience
- Minimum of 7 years experiences in M+E
- Proven experiences in ICT technologies and applications, in particular KOBO software
- Proven experiences in knowledge management
- At least 5 years of proven experiences on the collection of gender-disaggregated data on village level
- Preferably former working experience with GIZ
Other knowledge, additional competences
- Very good working knowledge of ITC technologies
- strong managerial and organisational competence
- willingness to travel (abroad)
- Very good written and oral skills in English and Somali
- Confidential handling of information on project issues
- Ssocial and inter-cultural competences and ability to integrate in a heterogeneous team
- Ability to demonstrate integrity by modelling GIZ values and ethical standards
- willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
- Other Considerations
Working period: until December 2023 with the possibility for an extension until August 2024
It is expected that the expert is willing to travel frequently within the project region including overnight stays. Travels abroad will occur from time to time.
