Chapter 1 Introduction & Background

FCA, with funding from the Ministry for Foreign Affairs of Finland (MFA), is implementing the Badbaado project to strengthen the economic resilience of youth and women in Somaliland and Somalia through market-relevant skills development, employment, entrepreneurship, financial inclusion, and green economic opportunities.

The waste management and circular economy sectors offer significant potential for employment, entrepreneurship, and sustainable enterprise development. However, their growth is constrained by a shortage of skilled workers and limited alignment between Technical and Vocational Education and Training (TVET) programmes and the evolving needs of the labour market. Existing training provision does not adequately equip young people with the practical and industry-relevant competencies required to access emerging opportunities within waste management, recycling, and circular economy value chains.

FCA therefore seeks to engage a qualified consultant to develop a market-driven and implementation-ready Competency-Based TVET Curriculum for Waste Management, Recycling and Circular Economy Skills. The consultancy will adopt a sequential, evidence-based approach covering labour-market and value-chain analysis, occupational and competency analysis, curriculum development, preparation of training and assessment materials, and stakeholder validation.

The assignment will not seek to develop curricula for the entire waste management and circular economy sector. Instead, the analyses will identify and recommend the most viable occupation(s) with clear potential for employment and entrepreneurship. The selected occupation(s) and resulting curriculum will be aligned with the Ministry of Education and Science’s TVET standards and the Somaliland National Qualifications Framework.

FCA is Finland’s largest international development and humanitarian organization and a member of the ACT Alliance. FCA has been working in Somaliland since 2007. Through this consultancy, FCA aims to strengthen pathways for young women and men to acquire practical, industry-relevant competencies that enable them to secure employment, establish or expand enterprises, and participate effectively in waste management, recycling, and circular economy value chains.

The assignment is expected to result in a practical, competency-based curriculum and accompanying training and assessment package that can be validated, piloted, and integrated into relevant TVET provision.

2.  Objectives

The consultant shall:

·         Conduct a rapid labour-market, skills-demand and circular-economy assessment to identify employment, enterprise and business opportunities.

·         Identify priority value chains with the highest potential for youth employment and entrepreneurship.

·         Undertake occupational analysis (DACUM or equivalent) to define tasks, performance standards and competency requirements.

·         Develop competency standards and a competency-based curriculum (qualification profile, modules, learning outcomes, delivery strategy, assessment framework) aligned with Ministry requirements.

·         Develop an integrated training and assessment package: trainer guidance, trainee materials, assessment tools, workplace-learning framework and equipment/resource requirements.

·         Integrate cross-cutting competencies OSH, environmental sustainability, digital literacy, entrepreneurship, financial literacy, gender equality, disability inclusion and workplace readiness.

·         Facilitate stakeholder validation with the Ministry, TVET institutions, employers and government agencies, and revise the curriculum accordingly.

·         Provide recommendations for implementation, trainer preparation, institutionalization, quality assurance and sustainability.

Eligibility & Required Expertise

Eligibility (minimum requirements): valid ID (individuals) or tax/business registration certificates (companies); relevant work samples; minimum five years' relevant experience. Offers are first screened for eligibility, then evaluated against the criteria below.

·         Master's degree in TVET, Curriculum Development, Education, Environmental Management, Waste Management, Circular Economy, Engineering or a related field.

·         Minimum eight (8) years of relevant professional experience, including competency-based TVET curriculum and competency-standards development.

·         Proven experience in occupational analysis (DACUM or equivalent), labour-market assessments and value-chain analyses.

·         Demonstrated knowledge of waste management/circular economy systems, and experience with government ministries and TVET authorities.

·         Strong facilitation, analytical and report-writing skills; understanding of Somaliland TVET governance and accreditation. Somaliland/comparable-context experience is an asset.

N.B: Consultants will first be evaluated according to the eligibility criteria and minimum requirements imposed on the procurement as listed in Section 8. Consultants who are eligible and fulfil the minimum requirements will be allowed to proceed to the evaluation phase, and their offers will be evaluated according to the contract award criteria (Section 9).

Late tenders are not considered, and no tender may be changed or withdrawn after the deadline. Offers remain valid for 30 days after closing. FCA's Procurement Committee first checks eligibility, then evaluates technical and financial merit. Verbal clarification meetings are not permitted; written questions may be sent to the same address up to three days before the deadline.

11.  Terms of Contract & Required Documents

·         Consultant covers own social costs, statutory obligations, computer/equipment, and does not represent or make commitments on behalf of FCA.

·         Confidentiality applies; ownership/copyright of all outputs remains with FCA. FCA may cancel the tender process at any stage without liability.

·         By submitting an offer, the candidate agrees to FCA's Code of Conduct and Safeguarding Policy.

·         Required documents: (i) Technical proposal, (ii) Financial proposal, (iii) CV, certifications, reference letters and passport/ID.

Annex I – Technical Proposal Template

·         Rationale (max. 1 page): comments on the ToR, objectives and expected results, and understanding of the contract.

·         Proposed methodology (max. 3 pages): approach, activities, inputs and outputs.

·         Timetable of activities (max. 1 page): timing, sequence and duration, including mobilisation time.

Detailed budget at 0% VAT (FCA adds VAT per applicable legislation), covering the consultancy fees (per day).
