We are seeking to fill the position of HUMAN RESOURCE MANAGER, SOMTEL SOMALILAND.

Position Title: HR Manager-SOMTEL
Reporting to:
General Manager, Somtel Somaliland
Location:
Hargeisa, Somaliland
ROLE SUMMARY:
This position is responsible for the customization and implementation of Human Resource policies and procedures cascaded from the Group Human Resource Function and supporting Line Managers in the day-to-day management of employees.
The position holder will be a Strategic HR Business Partner, supporting the Company in the achievement of strategic objectives through people.
KEY RESPOSIBILITIES
1. Review of Policies and Procedures to ensure they are in line with changes in the regulatory and labor environment.
2. Participate in the development of the Company’s strategic plan and ensure effective contribution of human resource function towards achievement of the plans.
3. Work with Heads of Departments to prepare Workforce plans and Human Resource Budget and monitor workforce metrics such as employee turnover, new hires, redeployments, promotions, total staff costs.
4. Play a key role in the recruitment of required talent, periodically review the required talent to identify gaps as well as excess employees.
5. Work closely with Heads of Departments to identify high potential and high- performance employees with a view of putting in place proper succession and career development plans.
6. Support Line Managers in creating clear job descriptions, SMART Goal setting and continuous monitoring of performance.
7. Streamline the implementation of the performance management system t o ens u r e under performance is addressed appropriately and zero complaints
8. Consolidate performance review results for all departments of the Company and prepare reports.
9. Partner with Line Managers to develop productivity/performance measurement tools.
10. Support the learning initiatives to ensure initiatives result in the adoption of a learning journey the target participants.
11. Support Line Managers in conducting training needs analysis, training evaluation andcoordination of special programs aimed at enhancing the functional skills of the employees.
12. Support Group HR in identifying and training in-house facilitators for functionalskills development for the Company.
13. Manage employee on-boarding processes and ensure appropriate induction is provided to all new employees.
14. Manage the employee off-boarding process, ensuring proper handover and clearance of employee is conducted. This includes conducting a written exit interview.
15. Ensure the Company maintains compensation and benefits processes that are equitable and competitive within law and ability to pay.
16. Provide administrative support, which includes personnel records maintenance, payroll administration, staff benefits processing, and management of Gratuity scheme.
17. Maintain proper leave records for all employees and ensure leave liability is minimized.
18. Implement streamlined disciplinary and grievance handling procedures to ensure there is fairness, more consultation and better management of HR risk.
19. Support the Group HR Office in conducting employee satisfaction surveys and implementing action plans aimed at addressing identified gaps in the management of employees.
20. Coordinate employment related legal issues and advised management on appropriate courses of action

Skills and qualifications

Education:
 Bachelor’s degree in human resources management, Business Administration, or a related field (master’s degree preferred).
 PHR, CHRMP, SPHR, SHRM-CP, or other relevant HR certifications are highly desirable.
Experience:
 4-6 years of experience in human resources management, with at least two (2) years in a leadership role.
 Experience in all processesrelating to the employee life cycle, from entry to exit.
 Proven ability to manage HR projects and initiatives effectively.
Skills and Abilities:
 Excellent communication, interpersonal, and negotiation skills.
 Strong analytical and problem-solving skills.
 Ability to prioritize and manage multiple tasks effectively.
 Excellent organizational skills and attention to detail.
 Strong knowledge of employment law and regulations.
 Proficiency in HRIS and related software
