Horn Resource Solutions is seeking to recruit a Human Resources and Finance Manager on behalf of a leading and highly reputable construction company in Somaliland. We are looking for a highly skilled and visionary Human Resources and Finance Manager with exceptional academic credentials and extensive professional experience to oversee the company’s finance and administrative functions, drive operational efficiency, and support its ambitious growth plans.

Position Summary

The Administration and Finance Manager will lead and oversee all financial and administrative activities of the company. This includes financial planning, risk management, compliance, office administration, HR support, and operational systems management. The role requires a dynamic leader with expertise in construction finance, strong administrative management skills, and the ability to develop strategies that ensure long-term organizational growth, stability, and operational excellence.

Key Responsibilities

1. Financial Strategy & Planning

·       Develop and implement financial strategies aligned with the company’s strategic objectives and growth targets.

·       Lead the annual budgeting and forecasting process.

·       Provide financial analysis, insights, and recommendations to support executive decision-making.

 

2. Financial Management & Reporting

·       Oversee accounting, finance, and treasury functions to ensure accurate and timely financial reporting.

·       Prepare monthly, quarterly, and annual financial statements in compliance with IFRS and other relevant standards.

·       Conduct variance analysis and financial reviews to maintain budgetary control.

3. Cash Flow & Capital Management

·       Monitor cash flow and working capital to meet operational and project demands.

·       Manage relationships with banks, investors, and financial partners.

·       Optimize capital structure to support business expansion and sustainability.

4. Risk Management & Compliance

·       Develop and implement robust internal controls to safeguard company assets.

·       Ensure compliance with local tax regulations, labor laws, and statutory requirements.

·       Identify financial and operational risks and implement mitigation strategies.

5. Administration & Operations Management

·       Oversee general administrative operations, including office management, procurement processes, and resource allocation.

·       Establish and streamline administrative systems, policies, and procedures to improve operational efficiency.

·       Support the development and implementation of company policies related to HR, logistics, and office services.

·       Ensure legal and regulatory compliance across all administrative processes.

6. Human Resources and Staff Management

·       Work with HR to support recruitment, onboarding, performance management, and staff welfare initiatives.

·       Foster a positive and productive work environment through effective leadership and team-building.

·       Support staff development through training, mentorship, and capacity-building initiatives.

7. Leadership & Team Development

·       Lead, mentor, and inspire the finance and administration teams, promoting accountability and excellence.

·       Collaborate closely with project managers, procurement, and other departments for seamless operational support.

·       Promote a culture of transparency, ethical practices, and continuous improvement.

 

8. Support for Construction Projects

·       Provide financial and administrative oversight for large-scale construction projects.

·       Ensure effective cost control, resource planning, and financial tracking for multiple ongoing projects.

Skills and qualifications

Academic Background

·       An advanced university degree (master’s or equivalent) in Finance, Accounting, Economics, Business Administration, or a related field is required. A first-level university degree (Bachelor’s or equivalent) in combination with a minimum of seven (7) years of progressively responsible relevant experience may be accepted in lieu of the advanced degree.

·       Professional certifications such as CPA, ACCA, CFA, or CMA are strongly preferred.

·       Strong academic record demonstrating excellence and rigor.

Experience

·       5 years of progressive experience in finance and administration, with at least 3 years in a senior management role.

·       Experience in the construction or infrastructure sector is highly desirable.

·       Proven track record in financial planning, budgeting, project financing, and operational management.

·       Strong understanding of IFRS and other international financial standards.

·       Experience in overseeing administrative functions, including HR, office management, and compliance.

·       Advanced proficiency in financial software, ERP systems, and administrative tools.
