- INTRODUCTION
Sustainable Development and Peace building initiatives (SYPD) is national non-governmental organization (NGO) registered in Somalia and established 2004. For the last 19 years, SYPD has built a track record of successful implementation of over 100 projects in economic development, Food Security and livelihoods, WASH, Nutrition, Shelter/NFI, Protection and CCCM in Somalia under the following regions (Gedo, Bay, Bakol, Lower Shabelle, Hiraan, Middle Shabelle and Banadir). SYPD has also worked with various organization such as UN and international organization with multi-faceted project across the above-mentioned regions. - BACKGROUND OF THE ASSIGNMENT
The Climate-adaptive WASH and Livelihoods Package for Resilience project in Hiraan region will address food insecurity situation triggered by crisis, conflict, weak institutions, and deteriorating economy, failure of crop and pasture caused by climate shocks. The project focuses on both cash voucher assistance and in-kind based approach to cover basic needs and seeks to improve access to livelihoods, water, sanitation and boost markets. The project ensures sustainability and enable self-reliance of the crisis affected people. The project also aimed at promoting community capacities for preparedness action, protection, and for sustainable and safe access to water services. The primary target of the project is farmers, Agro-pastoralist, and displaced communities in Beledweyne and Bul-burte districts. Finally, the project will also focus on landscape restoration and climate adaptive value chains transformative solutions that may contribute to building resilience amid displacement and climate change – at the communities in Beledweyne and Bulo-burte districts.
Under the direct responsibility of the Head of Programs, the Project Manager is in charge of the overall implementation of the activities of the project, in close collaboration of HQ program Department. The position includes, among other responsibilities, human resources management, internal and external coordination, reporting, planning of activities and purchases.
Responsibilities and Duties
Project implementation
Coordination and Effective Service Delivery
- Coordination with all humanitarian partners and stakeholders working on the sites.
- Manage and coordinate project activities, from substantive, administrative, and financial points of view, applying strategic planning and systematic coordination of project activities.
- Manage day-to-day project implementation and overall coordination of project outcomes.
- Ensure supervision of the Project personnel and effective communication and coordination between SYPD and other offices.
- Provide direction and leadership in promoting project objectives and, ensuring all stakeholders are well-informed about the project activities and goals.
- Identify any support and advice required for the management, planning, execution, and control of the Project.
- Ensure timely preparation of the project work plans, and reporting timelines to donors in the project agreement.
- Ensure the quality of outputs and results with optimal monitoring mechanisms; establish effective coordination, monitoring, information sharing, and reporting channels.
- Lead a transparent and competitive selection, recruitment, supervision, and mentoring of respective project staff.
- Ensure efficient HR management conducts regular performance appraisal exercises for Project staff.
- Represent the Project and, build professional relationships with national and subnational/state authorities, international development agencies, and the private sector for effective coordination of the program interventions.
Protection mainstreaming
- Considering gender, protection, and GBV concerns in all aspects of project activities
- Promoting and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, SYPD staff, and partner agencies).
- Supporting and promoting the participation of women, youth, people with specific needs, and marginalized groups in project activities.
- Ensuring principles of data confidentiality are respected in information management activities and that sensitive data of beneficiaries are protected when stored or shared.
Project management and reporting
Planning, Implementing, and Reporting
- Developing weekly and monthly work plans for the project implementation set direction by prioritizing and, organizing activities and resources to achieve project objectives and ensuring regular follow-ups on plans implementation
- Organizing regular staff coordination meetings.
- Timely reporting on security and safety incidents, including fire, evictions, floods, and any possible security hazards in the IDP settlements to concerned authorities.
- Timely submission of internal reports (weekly, monthly, and ad hoc donor reporting)
- Timely submission of clusters reports (3/4/5 W Matrix)
- Supporting the Area Coordinator and Camp Coordinator in identifying areas for improvement and developing strategies.
- Supporting M&E activities both internal and external, during monitoring and evaluation activities of project implementation and addressing recommendations of the M&E department to enhance the effectiveness of project activities and maximize impacts.
- Lead Proposal Development for new projects or expansion of current project if the need exists beyond the project period.
Logistics
- Provide inputs for the elaboration of Procurement plans, and procedures as requested by the operation
- Send accurate and precise order requests in a timely manner
- Confirm quality of products of suppliers selected by the logistics and procurement departments
- Ensure proper management and use of the project assets and stocks.
- Plan team movements based on available fleet and applicable policies
Finance
- Review the provide accurate forecasts with BOQs.
- Forecast monthly cash requirements of the project and submitting to the finance team
- Following and Monitoring Project expenditures.
- Transparency and Compliance
- Ensuring compliance with SYPD internal as well as donor procedures.
- Accurate record keeping of project documentation, including photos and proper filing of meeting minutes,
- Attendance sheets, assessment reports/documents, review and updating of databases, etc., in soft and hard copy.
HR
- Participation in the recruitment of new staff.
- Identification of capacity-building needs and opportunities of the team in consultation with HR to improve their quality of performance.
- Ensure a positive working environment and good team dynamics by undertaking regular appraisals of staff.
OTHER DUTIES
- Any other duties assigned Executive Director/or SYPD Senior Management.
Skills and qualifications
Qualification
· University degree in agriculture, agronomy, agricultural development, Food and Human Nutrition or related field compulsory
Experience:
· Minimum 5 years’ experience in working in a humanitarian environment.
· Minimum 5 years’ experience in managing a large team of professionals.
· Minimum 3 years engaging in project management and implementation of integrated programs.
· Excellent report writing, proposal development, and stakeholder engagements.
Language Requirements:
Excellent command of English both oral and written
Skills Requirement
The suitable candidate should possess the following knowledge, skills, ability, and other characteristics (integrity, ethics, etc.
