Terms of Reference (ToR) for Mapping of Woman-Led Organizations (WLOs), Youth-Led Organizations (YLOs), and Movements Working on Protection in Beledweyne, Hirshabelle, State of Somalia
1. ABOUT ACTIONAID:
ActionAid International Somalia (AAIS) is part of a global federation working in 70 countries worldwide to end poverty and injustice, collaborating with thousands of communities and millions of people across the planet. It is guided by its current strategy 'Transformative Action for Resilient Future’(2025-2029) which focus on 4 program priorities including tackling entrenched gender inequality by enhancing women’s political inclusion, combating violence against women and promoting economic justice, climate resilience and sustainable livelihood, promoting women and youth led-humanitarian
response and increasing opportunities for young people and their organisations to effectively participate in cross-sectoral engagements at all level.. AAIS has been operating in Somalia for over 33 years, implementing integrated programs on women’s rights, humanitarian response, resilience building, food security, and education. The organization implements these integrated programs through engagement with communities, women, and youth groups to empower them, ensuring community socioeconomic strength to eradicate poverty and social injustice.
AAIS has operations in Beledweyne, and actively involved in addressing humanitarian needs with a focus on WASH, Food Security and Livelihood, Youth empowerment initiatives, and Protection integrated projects,

2. BACKGROUND:
Beledweyne, located in Hirshabelle state, is home to various community-based organizations (CBOs), movements, networks, and coalitions led by women and youth. These groups actively address gender-based violence (GBV) and broader protection concerns, providing essential services, advocating for vulnerable populations, and contributing to social cohesion and resilience. However, there is limited consolidated information on these actors, their activities, coverage, and capacity. This mapping exercise aims to bridge that gap, enabling better coordination, targeted support, and
collaborative programming.
ActionAid International Somalia seeks to conduct this mapping exercise to strengthen community led protection programming with focus on Gender Based Violence (GBV) prevention, response, and policy advocacy in Beledweyne, Our goal is to ensure an inclusive and evidence-based approach by:

 Identifying and assessing active WLOs, YLOs, and coalitions working on GBV.
 Enhancing collaboration, resource-sharing, and capacity-building opportunities.
 Informing strategic partnerships and advocacy efforts for sustainable GBV programming.

3. OBJECTIVES OF THE MAPPING:
The primary objectives of mapping WLOs and YLOs are to:
 Identify and map existing active women led, youth-led and movements, engaged
in GBV prevention, response, and protection programs.
 Document their organizational profiles (mandate, structures, geographical coverage, memberships, legal status, and networks)
 Analyse their protection-related interventions, target groups, thematic areas
 Assess capacity strengths, needs, and challenges Identify opportunities for networking, partnerships, and knowledge sharing among stakeholders.
 To inform policymakers, donors, and development partners about gaps and opportunities for support.
 To identify the capacity need and propose relevant capacity building.

4. SCOPE OF WORK:
The consultant will:
Conduct desk review of a comprehensive mapping of women, led and youth-led and networks working on GBV prevention and protection at the local level.
 Utilize both qualitative and quantitative methods.
 Develop a database containing key details of identified organizations.
 Analyse trends, gaps, and best practices in GBV and protection programming.
 Produce a report with actionable recommendations for engagement and capacity strengthening.

 Produce comprehensive report regarding mapping with clear recommendations and present the findings.
5. METHODOLOGY
The Consultant will adopt both participatory and inclusive approaches, ensuring marginalized groups are represented. The proposed method includes: Desk Reviews: review existing reports, databases, and online platforms.
 Semi-structured interviews with WLOs/YLOs leaders and community representatives.
 Conduct focus group Discussions and Key informant interviews with CBO leaders and activists.
 Online Surveys and Field Visits: Gather comprehensive data through various channels.
 Validation Workshop: Present findings to stakeholders for feedback and validation.

6. Deliverables
I. Inception Report: showing the work plan, methodology, and developed tools to be used in the mapping.

II. Draft Mapping Report – presenting preliminary findings.
II. Final comprehensive report detailing the findings of the mapping exercise (database, analysis, and recommendations), including a list of the WLOs, YLOs , Gaps identified, proposed capacity building, and Networks with their contact details engaging on GBV and protection. Database with a list of organizations with key variables (location, contacts, thematic focus, coverage).
IV. Stakeholder Presentation: Summarize key findings for dissemination among key stakeholders working on GBV and Protection.

Skills and qualifications

7. PREFERRED PROFILE FOR CONSULTANT
The consultant or consultancy firm should have knowledge and practical experience of development work, including stakeholder mapping, data analysis, networking, and movement building.

 The consultant or consultancy firm should:
 Have a degree in Humanities, International Development, or a related social science field.
 Have a minimum of 5 years’ experience in carrying out such an assignment and evidence of having carried out such a task in the last 2-3 years (sample of previous work to be submitted along with the application). Proven long-term expertise in GBV, community protection, gender equality, and youth engagement.
 Strong analytical and report-writing skills.
 Familiarity with women’s rights and youth-led initiatives.
