ORGANIZATIONAL CONTEXT
This role is the Office of Inspections and Investigations (OIGI) located in Headquarters, Rome, Italy and will report to the Chief of Quality Assurance and Policy (QA&P).
THE ROLE
Act as an OIGI advisor and focal point for policy and quality assurance matters with internal and external stakeholders. The position will contribute to and support the development and management of OIGI policies and standard operating procedures.
KEY ACCOUNTABILITIES (not all-inclusive)
QUALITY ASSURANCE
- Review and advise on OIGI reports and other OIGI work products to help ensure professional standards, effective use of language and conformity with OIGI SOPs.
- Analyse and provide substantive, technical and constructive advice on the evidence cited within OIGI reports, ensuring OIGI reports are relying on relevant regulations, rules and policy and that these are aligned with UN system-wide policy developments.
- Provide training on effective written communication and report writing.
- Where needed provide advice and guidance to OIGI investigation teams on best practices regarding the preparation of OIGI reports.
- Other duties as assigned.
- Conduct critical review of citations to WFP and/or UN policy violations in investigation reports to ensure accuracy and legal basis.
- Conduct effective liaison with Human Resources Management (HRM) and coordinate feedback from HRSR to OIGI regularly regarding HRM reviews of OIGI work products.
- Support and mentor OIGI team members to improve OIGI written products.
POLICY
- Actively contribute to the development and update of all OIGI Policy and Procedures documentation (policies, standard operating procedures (SOPs), guidelines, and templates) and serve as an advisor and instructor/advocate of these policies.
- Keep abreast of relevant policies, Executive Director Directives, and decisions of the International Labour Organization’s Administrative Tribunal (ILOAT) and inform OIGI employees when these have a direct impact on the work of the group (including, but not limited to: Anti-Fraud and Anti-Corruption, Abusive Conduct, Protection of Sexual Exploitation and Abuse, Protection from Retaliation, Food and Agricultural Organisation (FAO) Staff Rules, Human Resources (HR) Manual, Code of Conduct, Asset Use and IT Security Policies and Standards).
- Serve as an advisor to peers and stakeholders and advocate for the development of OIGI objectives and the achievement of goals.
- Ensuring that all OIGI Policy and Procedures documentation is updated (policies, standard operating procedures (SOPs), guidelines, and templates).
- Provide advice and support to the Chief of QA&P regarding policy and policy developments within WFP and the broader UN system.
Skills and qualifications
EDUCATION: Master’s degree in Law / Criminology or other related fields or a Bachelor’s degree in the same disciplines with additional relevant years of experience and/or relevant certificate.
EXPERIENCE: Typically, five years or more of relevant progressively responsible professional experience in planning, leading and/or executing complex criminal or administrative investigations.
Previous experience in the conduct of investigations with a UN organization or international financing institution is an asset.
Experience in providing legal advice and guidance on investigative matters.
LANGUAGE:
Fluency (level C) in English language.
Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and Portuguese.

You have:
- Demonstrated expertise in reviewing and providing advice on investigative outputs.
- Strong coordination, planning and leadership skills including the ability to influence Senior Managers by consistent and clear communication.
- Excellent oral and written communication skills, able to clearly articulate insights to senior stakeholders in and outside of WFP.

The selected candidates will be offered an initial contract for 6 months with possibility for extension.
We offer an attractive monthly honorarium, medical insurance and 10 national holidays per calendar year.
