The Ethiopian Red Cross Society (ERCS) wants to hire employees in the following vacant positions the details of which are mentioned below.

About the Ethiopian Red Cross Society

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131 District/Woreda Branches, 599 Woreda Red Cross Committee and 5871 Kebele Red Cross committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Job Title: Human Resource, General Services and Property Administration Senior Officer

Work Unit: Admin and Finance Division

Reports to: Manager, Finance and Administration

Terms of employment: - Permanent (After 3 months of probationary period)

Place of Work: Jigjiga

Salary: - As per the Organization scale

II. Job Summary

Under the general direction and guidance of Finance and Administration, the Human Resource, General Services, and Property Administration senior officer plans, directs and controls the overall human resource management matters, General Services and Property Administration of the branch; ensures that the HR, General Services and Property Administration and development policy framework of the Society is properly and consistently practiced at regional and zonal branches; ensures that overall human resource recruitment, maintenance, compensation and separation matters of the regional and zonal branches are properly and consistently administered; and effectively administers goods and supplies in stores; ensures proper maintenance and insurance coverage of the branches’ buildings, vehicles, equipment’s and other fixed assets; coordinates and supervises such activities as office maintenance, security, telephone service and sanitary activities; ensures that fixed asset and store items are properly codified, tagged and tracked; ensures branches’ utilities are managed in systematic way.

III. Specific Duties and Responsibilities

  1. Plans, directs and controls the human resource, general services and property administration tasks of the branch;

  • Ensures that all positions within the branch are filled by individuals fully qualified and competent to meet the requirements of their respective positions;

  1. Evaluates the effectiveness of the materials management systems used in the branch to ensure adequate supply of supplies and services;

  2. Ensure provision of appropriate office, utilities and other general services to the work units;

  3. Ensures proper maintenance of office equipment, utilities etc. for continuous use and efficient operations;

  4. Continuously assesses and evaluates the effectiveness of human resource, materials and general service systems of the branch and institutes better systems with the aim of ensuring efficiency and effectiveness;

  5. Ensures proper maintenance and insurance coverage of the branches’ buildings, equipment and other fixed assets with the aim of instituting an efficient service, continuous use of the assets to bring about efficient operations;

  6. Ensures the development and implementation of scheduled and preventive maintenance activities for buildings and other related establishments of the branch;

  7. Provides services and advice to management and staff on all human resource issues, including recruitment, compensation and benefits, training and development and employee welfare;

  8. Establishes and maintains records of all employees;

  9. Ensures the consistent application of human resource, general service and property administration policies, rules and procedures of the national society at regional branch;

  10. Performs new staff recruitment, promotion, transfer and termination of employees in accordance with its delegated level of authority and the Labor Law and ascertains that recruitments, selections and promotions;

  11. Ensures that employees at regional branch offices are administered based on the relevant rules of the Society;

  12. Ensures that the Labor Law and other internal human resource rules and regulations are implemented and consistently and uniformly practiced at all level-regional branch;

  13. Handles staff benefits such as medical, insurance etc.;

  14. Performs other related duties as may be assigned by the Manager, Admin and Finance.

Skills and qualifications

Required Qualifications & Experience:

  • Second/First degree in Management/ Human Resource Management, Business administration, public administration and other related field of studies

  • 6/8 years related work experience, out of which 2 years in a senior position(s)

  • Ability to work independently as well as part of a team, and willingness to take creative direction.
  • Strong organizational and time management skills with the ability to prioritize tasks and manage multiple projects simultaneously.
  • Good communication skills and ability to collaborate effectively with colleagues from diverse backgrounds.
  • Knowledge of humanitarian issues and familiarity with the work of the Red Cross Society is desirable but not required.
