Supervision of:                               Finance staff Somali Region

Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Finance Coordinator is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

  1. Role and responsibilities

The purpose of a Finance Coordinator is to implement Finance responsibilities in the area office to ensure that NRC grant management and finance system are consistent, grant utilize and accounted for compliant with NRC and donor regulations and procedures.

The following is a brief description of the role and generic responsibilities

  1. Implement NRC’s systems and procedures at area level
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  3. Prepare and submit reports and analysis (Assist the fiancé manager in reviewing and consolidating all grant management reports)
  4. Ensure proper filing of all support documents
  5. Support line managers/Coordinators in budget preparation, monitoring and financial procedures and require support team trainings
  6. Management of finance team
  7. Member of Area Management Team (AMT)

Function specific responsibilities, please adapt and select the relevant:

  1. Ensure that the accounting, monitoring and reporting are according to procedures (Finance)
  2. Support project staff in financial matters (Finance)
  3. Maintain budget control and monitor cash flow for the area (Finance)
  4. Ensure development and implementation of financial systems and procedures

Specific responsibilities

  • In collaboration with Support Coordinator development of area master support budget.
  • Ensure that the Finance Officers prepares a monthly budget vs Actual spending project report for all projects.
  • Undertake accuracy checks to ensure all transactions entered are correct.
  • Support provide training and share good experience/practice among the team to strengthen team capacity and team building.
  • Perform any other duties that may be assigned by your Supervisor from time to time to support the achievement of organizational goals.

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

•            Work with Finance Manager and CO Coordinator in the country budget development

•            Work with Jigjiga Area Managers in the development of area level budgets

Scale and scope of position

Staff: Numbers and titles of staff directly managed by the post holder, and numbers of staff responsible for overall in the unit One finance Officer, one finance assistants.

Stakeholders: Key external stakeholders the post has relationships with (e.g. UN agencies, INGOs, local NGOs, civil society, governmental bodies)

Budgets: List of budgets covered by post holder, and size of budget

Information: Brief description of the information resources the post holder is responsible for at CO level (e.g. GORS, Agresso, Web recruiter, Intranet)

Legal or compliance: Brief description of any legal or compliance responsibility the post holder has (term of employment, vendors, donors)

Skills and qualifications

. Professional competencies

  • Bachelor’s Degree in Business Administration, Commerce, Finance or Accounting
  • Minimum 5 years’ experience from working as a Finance in a humanitarian context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

•            Knowledge of the refugee & IDP context in Somali Region and Ethiopia in general

•            Knowledge of the local language Amharic and Somali essential

•            Experience is budget development, expenditure monitoring and cost cutting initiatives.
