Job description
Under the supervision of the Logistics Coordinator, the Base Logistician will be responsible for the following main activities:
- Ensure that policies and procedures for all logistical functions are strictly followed at the base level.
- Ensure the principles for efficient fleet management systems are observed.
- Ensure safety and security of MdM Germany staff and assets are in place
- Carrying out all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure)
- Work closely with program and administrative departments and provide logistics support to the field sites
- Maintain and be responsible for management of all stocks at base level.
3. TASKS AND RESPONSIBILITIES
3.1 Vehicle Management
- Ensure that all MdM own and rental vehicles are managed as per the MdM Germany required standard
- Review the existing and future fleet needs and prepare fleet as well as transportation plan.
- Ensure the internal controls for fleet are in place while minimizing risks associated with accuracy, transparency and overall costs
- Manage fleet operations while ensuring appropriate tracking, maintenance, and reporting and make sure that the vehicles are operational all the time
- Ensures that the car park is functional and the vehicles are parked in safe and secure manner
- Manage fuel with a buffer stock and prepare fuel consumption reports on monthly basis
- Ensure effective drivers management that includes daily roster, daily and weekly vehicle checks training and orientation, communication and coordination, vehicle safety and security
- Ensure that all vehicles are equipped with basic tools, first aid kits, fire extinguishers, spare parts, registration books and the log books are maintained.
3.2 Base Management
· Follows up the consumption of office material, fuel and lubricants used in the different facilities (office, house, store, etc.) and checks the conformity of security norms in MDM premises
· Ensure that all communication equipment (landlines, mobiles, sat phones), IT equipments and internet devices are maintained in a well-organized manner
· Checks cleanliness of different open spaces (gardens, courtyards, etc.) and follows up minor building rehabilitation work
· Ensures the maintenance of all MDM Germany premises (office, houses, stores, etc.) and checks on the general state of facilities (walls, roofs, electrical installations, water supply and quality)
· Checks that domestic waste is disposed of correctly in the different facilities and waste treatment installations are properly maintained
3.3 SECURITY MANAGEMENT
· Support Logistics Coordinator in ensuring security and risk management related to MdM Germany staff, equipments/vehicles, premises and staff moments/travel.
· Analyze security situation in the area, prepare satraps and share the updates with all staff on regular basis
· Ensure that safety and security equipments are available as per the required standard
· Manage security guard duty roster and ensure that visitor record is maintained
· Identify training needs for drivers, security guards and other support staff, provide regular /on- job training and follow up.
Skills and qualifications
Bachelor degree of Logistics and Supply Chain Management, Business Administration and related fields.
· Relevant training in logistics, fleet, security and operations
· 3 years’ experience working with INGOs
· Good working knowledge of the English language is essential
· Strong organizational skills in emergency situations and autonomous in daily operations
· Good communication and reporting skills
· Fully fluent in Microsoft Word, Excel, and PowerPoint
· Experience/knowledge of the Somali region is a plus
· Commitment to MdM-Ge principles.
· Comply with all relevant organization policies and procedures.
· Adhere to strict confidentiality and information management standards and protocols, sharing information only in compliance with these standards.
· Strong organizational and communication skills, with the ability to effectively present information and respond appropriately to questions.
· Ability and willingness to travel and stay for extended periods at service delivery points
