KEY RESPONSIBILITIES
· Ensure that HR policies/procedures, Oxfam GB Code of conduct, and different country laws/proclamations are understood and respected by all Jigjiga and field office staff.
· Provides day-to-day advice to all employees at Jigjiga and Field office on the interpretation and implementation of HR policies/procedures and practices to ensure minimum standards are maintained, there is compliance and consistency and best practices are encouraged.
· Ensure the implementation of Oxfam’s gender and diversity policies in all aspects of human resource policy and practice.
· Responsible for all recruitments at Jijiga field offices from advertisement to placement and onboarding including properly inducted about Policies and procedures, Code of conduct, safeguarding policies along with their area of responsibility
· Support the implementation of a performance management system by line managers and staff by coordinating and monitoring the completion of performance reviews, performance objectives, and personal development plans and ensure that the necessary data relating to these processes are promptly entered in the system.
· Maintain an effective HR filing system for Jigjiga & Field offices to ensure that staff files are up-to-date on the system and physical files, there is proper documentation, and also conduct a regular audit of Jigjiga staff files.
· Support all staff development and training initiatives
· Produce HR work plan and monitor progress against agreed Performance Indicators with the Country HRBP.
· Act as a focal point in case of the court case, and link with Jigjiga courts in consultation with head office HR coordinator/HRBP.
· To be responsible for renewing contracts, tracking of probation period, performance management and keeping Management informed of dates of contracts
· Responsible for identification of suitable medical providers in Jigjiga and other operating zones, manages contracts and claims with medical service providers, and ensures that a high-quality service is offered.
· Manage Jigjiga staff benefits including all staff leaves, Medical Plans, Provident fund/pension schemes, and any other benefits.
· Manage all Jigjiga office medical bills settlement as per confidentiality principles and update system accordingly on time.
· Be in charge of staff Health and Safety processes, and provides health and Safety advice, and proactively carries out risk assessments, including issues around staff health and welfare
· Ensure that when Jigjiga staff leaves Oxfam, they do Exit interviews, process clearance, final payments have been effected by Finance on time, final employment certificates are processed and personal files are closed.
· Participate in all conflict resolution and disciplinary sanction procedures in consultation with the head office HR team.
Skills and qualifications
Essential
· Bachelor Degree or Bachelor of Science in Human Resources Management, Business Management, or any other related areas that can bring added value to the job from a recognized university/college.
· Relevant 3-4 years of experience in human resource management and office administration, preferably in an international NGO,
· Previous development or humanitarian work experience, ideally with a similar organization.
· Influencing and negotiation skills with internal and external audiences and confident representation skills.
· Excellent knowledge of country labor law.
· Strong interpersonal skills and the ability to communicate clearly both verbally and in writing at all levels coupled with the professional credibility required to influence and motivate others to achieve results.
· Excellent skills in handling and advising on complex people management issues.
· Experience in conflict resolution.
· Patient, adaptable, flexible, able to improvise and remain responsive under pressure.
· Proven ability to plan, organize and prioritize work together with the ability to remain calm under pressure often in difficult circumstances and not lose sight of operational priorities.
· IT skills, ability to use word processing packages, electronic mail and databases, etc are essential.
· Good organizational skills and attention to detail.
· Ability to form good relationships with teams in difficult circumstances and over a short time span to ensure that the HR perspective is taken into account at all levels.
· Fluency in English both verbal and written
· Competency in numeracy is essential.

· Flexibility and adaptability.
· Willingness to travel at short notice, and often in difficult circumstances.
