1.      Background to the Project

Decades of conflict, recurrent climatic shocks, disease outbreaks, large-scale evictions, desert locusts, and increasing poverty, are causing serious public health emergencies in Somalia. In order to mitigate recurrent emergencies, a multisectoral Somalia Crisis Response Project (SCRP), supported by the World Bank was launched in September 2020. The SCRP has 5 components, of which the 3rd supports the longer-term emergency preparedness and response.

The SCRP’s Component 3 aims to improve longer-term disaster risk management and preparedness support for Somalia focusing on rehabilitation of infrastructure, strengthening Disease Surveillance & Response Systems, enhancing laboratory capacity, establishing critical care units in eight (8) selected regional hospitals, and improving country level management capacity. Currently, Somalia’s health system lacks the infrastructure, equipment, capacity, prioritization, integrated service delivery, and provision of both basic and advanced life-saving treatment facilities in most regional hospitals. COVID-19 pandemic greatly affected health services and brought to light the fragile context of emergency care delivery systems in Somalia. Building critical and intensive care units requires a comprehensive plan to equip the health care facilities with biomedical equipment and, more importantly, a well-trained multidisciplinary team.

In this regard, the Federal Ministry of Health and Human Services seeks the services of Medical Laboratory Consultant to join a team of medical specialists, such as emergency/intensive care physician, anaesthesiologist, blood bank technologist, laboratory specialist, and radiologist, to improve laboratory diagnostics and activities at Jowhar regional hospital, Hirshabelle.

                                      

2.      Project Coverage and Duration

The Project primarily targets the three flood-affected states of Hirshabelle, Southwest, and Jubaland, while advancing a national approach to the locust response, longer-term resilience building, and the CERC (emergency COVID-19 activities). The financing instrument of the Project is an IDA-based Investment Project Financing, with an operational life of four years.

3.      Roles and Responsibilities

 

Under the supervision of the Director of the Hospital, the Medical Laboratory Consultant will be responsible for day-to-day Medical Laboratory duties, and reporting in compliance with Somalia’s laws and pertaining to the project related activities. The Medical Laboratory Consultant will provide professional technical, and operational assistance related to the Medical Laboratory including the collection of samples, processing, and storage when necessary; along with the corresponding reporting, record keeping, and other technical and administrative tasks, to facilitate patient care as well as project development, implementation, progress monitoring, and evaluating and reporting of results. Skills and qualifications

1.      Selection Criteria:

The selection shall be based on the qualification, experience, and skills of the candidate followed by an interview. The qualifications, experience, and competencies include:

·         Higher diploma in medicine, laboratory science fields (Hematology, Medical Microbiology, Clinical Chemistry, Medical Parasitology) or a related field.

·         Bachelor’s Degree Medical Laboratory Science/ Technology is mandatory.

·         3 years’ work experience in a hospital laboratory is required.

·         Training and experience of SLMTA/SLIPTA

·         Experience in research and publication is an added advantage.

 

2.      Duration of Service

The contract is valid for 12 months of which the first three months are a probation period, from the date of signature, with a possibility of extension provided the parties agree in writing to such an extension.

 

3.      Reporting Obligations

The Laboratory Consultant will submit a monthly report of services performed with a timesheet in order to be paid.

8.  The Federal Ministry of Finance on behalf of Ministry of Health Federal Government of Somalia (MoH) now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must provide the following (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

9.   Submission Requirements: The attention of interested Consultants is drawn to paragraphs 3.14 and 3.21 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020 and September 2023 (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and eligibility.

A Consultant will be selected in accordance with the Individual Consultants selection method set out in the “Procurement Regulations”.
