Job description

Mission and objectives

The United Nations Security Council in Resolution 2245 adopted on 09 November 2015 established the United Nations Support Office in Somalia (UNSOS). This replaced the United Nations Support Office for AMISOM (UNSOs), established in 2009. https://unsos.unmissions.org/unsos-mandate. United Nations Security Council Resolution 2245 decided that UNSOS will be responsible for support to AMISOM, UNSOM, the Somali National Army (SNA) and the Somali Police Force (SPF) on joint operations with AMISOM.

Context

Task description

Under the direct supervision of Chief Movcon and Senior Movcon Officer, the UN Volunteer will undertake the following tasks: • Receive passengers and Cargo movement requirements from clients and consolidate them for planning with JMCC to determine the most cost-effective mode of Transport. • For all movement activities, forward all documentation to up-line and down-line stations to allow the receiving station to plan their specific tasks; • Supervise ground handling agents performing check-in functions. • Coordinate the accurate preparation and manifesting of passengers and cargo, completion of dangerous goods declaration (if qualified), weighing of cargo, loading, and the unloading; this includes the physical actions of lifting and carrying cargo as required; monitor and ensure delivery of cargo and communicate shipping details to all concerned parties; • Coordinate the check-in of passengers traveling on UN aircraft to include mani-fest confirmation/amendments, baggage identification, and weighing, distribution of boarding passes, and passenger briefing; • Coordinate the handling, retrieval, placement, transfer of baggage and cargo on aircraft from/to the terminal area, and follow-up on misplaced or damage of passenger baggage, ensure cargo (including dangerous cargo) is loaded in accordance with United Nations and international regulations; • Coordinate timely boarding and deplaning of passengers, while remaining aware of safety procedures with respect to aircraft refueling, use of cell phones, and approaching aircraft; • Coordinate with airfield and air terminal security by ensuring all passenger baggage or property is scanned and accounted for at the time of check-in, the air passengers remain in designated areas while at the air terminal and all incidents or potential safety or security matters are reported in a timely manner; • Prepare, compile, and maintain the weekly and monthly passenger and cargo statistics; • Track and trace missing cargo and baggage; • Manage the required office supplies such as stationery materials and other resources; • Perform any other duties as required.

Skills and qualifications

Required experience

5 years of experience in passenger services, cargo services, or military supply chain operations. Experience in air transportation, inland transportation, and sea transportation is highly desirable. Experience in customs and shipping would be an asset;

Food and Diet: There is no access to local markets in Somalia, Jowhar. There are UN Contractor managed dining facilities inside the UN Compounds in Somalia. The standard and quality of food is very limited with a repetitious daily menu. Personnel may cook their own meals at common kitchen buildings situated at convenient locations within the compound. Health: Exposure exists to a number of tropical diseases. All medical formalities specified in the Offer or Travel Advisory should be completed before traveling. Yellow Fever vaccination is compulsory before coming to the mission area, while vaccinations for Hepatitis A & B, Typhoid, Tetanus/Diphtheria, Polio and Meningitis are recommended. Vaccination Card (yellow card) must be brought. Malaria prophylaxis is highly recommended. Due to large number of various types of insects in the mission area, it is also recommended to use insecticide-impregnated nets and insect repellents. UN personnel have access during working hours to a Civilian Clinic inside the UNSOM/UNSOA Camp in Mogadishu. Rest and Recuperation: International personnel, including UN Volunteers, working in UN mission area are entitled to a 4-week Rest and Recuperation (R & R) cycle. This means that after every 4 weeks of being in the mission area, there is a break to travel to either Nairobi (UNDP designated R & R location) or any other destination outside the mission area. The R & R entitlement consists of a 5 calendar days R & R, with 1 travel day added, every 4 weeks. UN flights from Mogadishu or any other deployed site in the mission to Nairobi and back to duty station can be used at no expense. However, accommodation, food and other expenses while on R & R is borne by the individual. Approval of R & R is operational requirements.
