The Shelter/WASH Engineer is responsible for the day-to-day technical implementation of NRC’s infrastructure projects in the South Area Office, leading the design, assessment, and construction supervision of community infrastructure such as market rehabilitation, footbridges, river embankments, boreholes, and water systems. The role works closely with partners, government stakeholders, and communities to ensure the delivery of safe, durable, and context-appropriate infrastructure.

Responsibilities

Generic Responsibilities:

1. Ensure adherence with NRC policies, tools, handbooks, and guidelines
2. Implement the delegated KOBAC/SHF infrastructure portfolio according to the approved work plan, technical designs, and budget
3. Prepare periodic technical and progress reports (weekly site updates, monthly infrastructure status reports) as required by management and donors
4. Ensure proper filing of documents in place for auditing purposes.
5. Ensure infrastructure designs target beneficiaries and market users most in need, and explore improved, cost-efficient, and climate-resilient technical solutions
6. Promote and share ideas for technical improvement
7. Coordinate with relevant actors (clusters, government, agencies, and other stakeholders)
8. Participate in community mobilization involving and informing communities and community leaders about the activities .  

Specific Responsibilities:

1. Lead technical assessments, engineering design, and construction supervision of Shelter/WASH infrastructure projects under the KOBAC and SHF programs, including multisectoral markets, footbridges, river embankments, boreholes, and water supply systems.
2. Develop and apply innovative, cost-effective, climate-resilient, and flood-adaptive engineering solutions, particularly for riverine infrastructure along the Shabelle River, ensuring sustainable and high-quality interventions for vulnerable communities.
3. Contribute to project reporting requirements, including activity progress reports, midterm and final reports, infrastructure assessments, and baseline and end-line surveys.
4. Ensure the timely delivery of quality construction, drilling, and rehabilitation works in compliance with approved technical specifications, donor requirements, and NRC standards.
5. Lead technical planning, site investigations, surveys, and infrastructure design activities, including topographic and hydrological surveys, structural and hydraulic designs, and the siting and design of boreholes and water systems.
6. Participate in procurement and tender processes for civil works and drilling services, including contractor prequalification, technical bid evaluations, and contract award recommendations.
7. Prepare and manage tender and contract documentation, including technical drawings, structural and hydraulic calculations, specifications, Bills of Quantities (BOQs), and contract conditions; review contractor claims and assess variation orders.
8. Prepare as-built drawings, completion certificates, and project handover documentation for all completed infrastructure works.
9. Provide day-to-day technical supervision of construction, drilling, and water system installation activities, ensuring quality workmanship, compliance with technical designs, and adherence to health and safety standards. 
10. Ensure the timely procurement, delivery, and quality control of construction materials, drilling equipment, and water system components in accordance with NRC procurement procedures. 
11. Support the expansion, development, and management of NRC’s Shelter/WASH infrastructure portfolio and represent NRC in technical coordination forums, including Shelter, WASH, and infrastructure-related cluster meetings.b
12. Build the capacity of assistants, Clerks of Works, contractors, and community members through formal training, coaching, and on-the-job mentoring in construction supervision, infrastructure maintenance, and safety practices.
13. Prepare and submit technical progress reports covering construction, rehabilitation, drilling, and water system activities.
14. Maintain comprehensive technical project documentation, including designs, drawings, survey records, BOQs, site diaries, inspection reports, and quality assurance records.
15. Ensure continuous documentation of project progress through photographs, measurements, site reports, and monitoring data, while integrating robust monitoring and evaluation activities, including water quality testing and post-construction monitoring.
16. Monitor and evaluate infrastructure activities to ensure compliance with approved designs, work plans, budgets, donor requirements, and NRC policies and standards.
17. Prepare monthly cash flow and payment forecasts to support project implementation and financial planning.
18. Verify the quality and completion of civil works and drilling activities against BOQs and technical specifications, and prepare payment recommendations, interim certificates, and final payment certificates for contractors.
19. Conduct site assessments and settlement or market layout planning exercises, including measurements, space allocation, pathway identification, corner marking, and preparation of site development plans for Shelter/WASH infrastructure projects.

Generic Professional Competencies

• University degree in Water Engineering, Civil Engineering, Environmental or Hydrology.
• Minimum of 3 years relevant work experience in WASH and Shelter projects in a humanitarian/recovery context.
• Experience in implementing integrated WASH activities (both software and hardware)y.
• Previous experience working in complex and volatile contexts.
• Proven and documented results related to the position’s responsibilities.
• Knowledge of AutoCAD, WaterCAD, or any civil works design software is highly desirable.
• Knowledge of the context in SC Somalia.
• Good communication and interpersonal skills.

• Fluency in English, both written and verbal.

Context /Specific Skills , Knowledge and experience (shall be adapted to the specific position): 

• Knowledge of the Jowhar/Middle Shabelle context

• Knowledge of the local language (Somali) 

• Knowledge and hands-on experience in Shelter/WASH infrastructure, including hydraulic design, borehole drilling supervision, and water quality testing

• Proficiency in AutoCAD/design software and Bills of Quantities (BOQ) preparation; experience with contractor management, start-up, or exit processes.
