Position: Technical Manager

Duty Station: Jowhar, with travel to Mogadishu and other locations of Middle Shabeele

The overall objective of ALIGHT Horn of Africa is to broaden opportunities for disadvantaged communities in (particularly women and youth) to pursue a secure and sustainable livelihood; create an environment that enables social and economic re-integration of Somali youth into society through technical, vocational and leadership skills development that enables young people to secure gainful employment; sustainably rehabilitate through social transformation and economic empowerment; respond to recurring emergencies and help build resiliency of communities through strengthening of existing social services such as health and water facilities/structures and support creation of durable solutions for returnees through a set of integrated activities aimed at socio-economic reintegration into their country and communities of origin.

 

PRIMARY PURPOSE OF THE POSITION

The Technical Manager will provide technical leadership and direction, drive performance and efficiencies, and define and oversee activities to achieve the project goals. The Technical Manager will be responsible for providing quality assurance and rolling out quality improvement for technical activities. They will conduct regular field monitoring visits to ensure the quality and timeliness of the project activities and to ensure that targets are met. The Technical Manager will work closely with the Team Leader to ensure that service delivery is of high quality, that the project takes an adaptive approach to incorporate learnings and overcome challenges, and that implementation follows Alight, Ministry of Health and World Bank technical guidelines and requirements.

 

PRIMARY DUTIES/RESPONSIBILITIES   

·       Lead and manage the project’s technical work and technical team, providing technical direction for health service delivery in the project region.

·       Establish and implement systems for technical supervision, management, and quality improvement. This includes overseeing training of health professionals.

·       Working in the project region, oversee efforts to improve health service coverage and utilization including community engagement.

·       Design and lead program quality assessments to monitor project performance and provide technical troubleshooting to ensure that essential health services are being implemented to technical guidelines.

·       Work with partners to review technical content and implementation planning prior to activity implementation.

·       Provide high level coordination with the MoH and other key project stakeholders on technical issues and ensure all MoH policies and procedures are implemented.

·       Develop technical components of annual work plans, draft technical sections of quarterly reports, and ensure project technical objectives are met in a timely manner.

·       Engage necessary technical assistance and support as needed and ensure project team responsiveness to technical assistance inputs and formal recommendations.

·       Work with the Senior M&E / HMIS Manager to identify and develop program learning reports, quarterly and annual project reports, technical briefs etc.

Skills and qualifications

Qualifications:

·       Advanced degree in Public Health, Medicine, or nursing or related field.

·       Training in project management, planning, M&E, and report writing.

·       Training in at least one of the following fields RH, EPI, TB, Nutrition, IMCI and HMIS

·       A minimum of eight-years full time experience of managing health service delivery projects, preferably in fragile contexts

·       Demonstrated experience improving health service coverage and utilization in fragile contexts.

·       Experience with tools and systems to improve health service delivery and quality.

·       At least 3 years of working experience with Governments and partners in fragile contexts. 

 

KEY BEHAVIORS & ABILITIES

  • Highly motivated self-starter who takes direction well, but also works independently.
  • Ability to work well under unstable security environments and programmatic pressures.
  • Must be available for some evening and weekend hours.
  • Ability to travel 50 percent of the time with little notice.
  • Cultural sensitivity is essential.
