Title and brief description of the assignment: Call for expressions of interest: Research on Study impact of climate change on Bajuni Island population/Communities in Jubaland, Somalia

Assignment location: Jubaland, Somalia

Contract start date: 15th July ,2025 (tentatively)

How to apply

Interested candidates are invited to submit with the following documents:

1)    A technical proposal with a detailed response to the TOR, with a specific focus on the scope of work, methodology, and timelines.

2)    Initial work plan and an indication of availability.

3)    A financial proposal detailing the daily rate expected including accommodation, transportation, stationery, taxes arising from the consultancy service (6% tax for National consultant and 12 % tax for international consultants), and all other costs related to this assignment. (Operational and consultancy fees).

4)    Curriculum Vitae(s) (CV) of the proposed consultant(s), proving relevant experience and/or qualifications. If multiple people are involved, an outline of roles/ responsibilities also needs to be included.

5)    Evidence of conducting previous Similar work by providing minimum two Signed Contracts / Purchase Orders - (Preferably from UN agencies and INGOs)

6)    Two relevant references (minimum) for previous comparable assignments

7)    Proof of registration: The bidders also must include a copy of their registration at the relevant authority.

Specific considerations

1.           PURPOSE OF THIS CONSULTANCY

Oxfam is a global movement of people working together to end the injustice of poverty. Together we save, protect, and rebuild lives. And we won’t stop until every person on the planet can defeat poverty or any type of inequality or discrimination. We are an international confederation of 19 organizations (affiliates) working together with partners and local communities in the areas of humanitarian, development, and campaigning, in more than 90 countries. All our work is led by three core values: Empowerment, Accountability, Inclusiveness.

Climate variations are also leading to destroyed livelihoods of pastoralist families (85% of pastoralist communities have lost more than 90% of their livestock) and deteriorated pasture lands and humanitarian crises. This loss of livestock, combined with deteriorating pasturelands, is leading to escalating humanitarian crises, including food insecurity and lack of access to essential services. These challenges have resulted in large-scale displacement, as families move in search of water and viable grazing areas.

The impact of climate change is not uniform; different communities and demographic groups experience its effects in unique ways. In particular, women and men face different vulnerabilities and have distinct experiences, knowledge, and attitudes towards climate change, largely due to entrenched traditional gender roles. Understanding these gendered and community dynamics, alongside the broader environmental and socio-economic impacts of climate change, is essential to developing effective and inclusive adaptation strategies for the Bajuni Island population.

 

considering this, we are seeking an expression of interest from experienced consultant firm /individual to conduct a comprehensive study on the impact of climate change on the Bajuni Island population and communities in Jubaland, Somalia. The study aims to assess the socio-economic, environmental, and health impacts of climate change on the Bajuni Island population, with a focus on minority groups. The findings will inform the development of strategies that amplify the voices of these vulnerable communities and strengthen their participation in climate action and decision-making processes in Somalia.

2.           SCOPE OF WORK

We are seeking an expression of interest from experienced consultant firms or individuals to conduct a comprehensive study on the impact of climate change on the Bajuni Island population and communities in Jubaland, Somalia.

3.            EXPECTED OUTPUTS Overall objective

The objective of the assignment is to approximately 30 days’ work to produce a study in English language of between 30 and 50 pages.

Specific outputs

The consultant is expected to produce a study in English language of between 30 and 50 pages covering the following:

1)    An executive summary

2)    Overall analysis of the Bajuni communities’ dimensions in the context of climate change in Somalia, highlighting socio-economic, environmental, and health challenges.

3)    Clear description of the impact of climate change to community groups including youth, children, women groups, PWD and elderly.

4)    Assessment of the extent of the role played by Bajuni communities in decision making and participation in climate change decision making processes, policy making and other consultations, focusing barriers to participation.

5)    Identify specific gender-based inequalities that contribute to disproportionate exposure and vulnerability of women to the effects of climate change.

6)    Recommendation on how to address the inequalities in terms of participation and decision making in the context of climate change.

7)    identify barriers that limit or exclude Bajuni communities, particularly marginalized groups, from engaging in climate justice efforts in Somalia.

8)    Identify opportunities for Bajuni communities to connect, build alliances, and reinforce their involvement in climate justice.

9)    Validate findings and co-create the key messages and narrative for stakeholders - including decision/policy makers and donors and dissemination.

4.           METHODOLOGY

-          Desk research

-          Key informant interviews (to be agreed with Oxfam)

-          Focus Group Discussions (to be agreed with Oxfam, and supported by Oxfam if necessary)

The assignment will be conducted with an estimated duration of 30 days from the date of signing the contract

Remuneration is based on submission of final deliverables according to the schedule below.

Skills and qualifications

1.           PROFILE REQUIREMENTS

The company/ individual(s) should have the following competencies:

Essential

·         Master’s degree in environmental science, climate change adaptation, international cooperation, social sciences etc.in or relevant disciplines.

·         Extensive experience in social research includes designing and conducting formal and academic research, data collection (including through key informant interviews and focus groups) and analysis.

·         Familiarity with the socio-political landscape in Somalia, particularly in coastal and island communities.

·         Excellent report writing skills.

·         In-depth understanding of gender issues, climate justice, and advocacy in the context of Somalia.

·         Knowledge of the Somali context

Desired

·         Knowledge of climate justice and the local context in Somalia, Jubaland state, especially about marginalized communities.

·         Experience with participatory research methods.

·         Interest in qualitative and quantitative results measurement

·         Experience in using technology for research
