Jubaland Development Organization (JDO) is a registered Somali non-governmental organization (NGO) established in June 2006 by Somali professionals committed to improving the lives of vulnerable communities in the Jubaland region of Somalia.

JDO was founded in response to the deteriorating humanitarian conditions facing families in Somalia and in particular the Jubas, who have endured over two decades of prolonged conflict, recurrent droughts, flooding, and political instability. These compounded crises have severely limited access to essential services such as clean water, sanitation, healthcare, education, and agricultural infrastructure.

The organization serves as a platform to support, empower, and raise awareness for the most marginalized and crisis-affected populations, particularly those lacking basic services and sustainable means of survival.

Position: WASH Field Officer
Location: Jubaland State, Somalia
Organization: Jubaland Development Organization (JDO)
Reporting Line: Reports to the WASH Program Manager

Position Overview:

Jubaland Development Organization (JDO) is seeking a qualified and experienced Somali national to serve as a WASH Field Officer based in Jubaland. The WASH Field Officer will be responsible for the field-level implementation, coordination, and monitoring of WASH (Water, Sanitation and Hygiene) activities. The officer will play a key role in ensuring quality, safety, and efficiency in delivering WASH interventions in line with organizational and cluster standards.

Primary Goal:

To oversee and ensure effective implementation of WASH project activities in Jubaland at the field level.

Key Responsibilities:

Objective 1: Organize, Monitor, and Supervise Field Activities and Data Collection

Key Tasks:

  • Develop activity work plans and oversee implementation timelines and budgets.
  • Ensure WASH activities are implemented safely and responsibly.
  • Conduct regular field visits to monitor progress and quality.
  • Assess ongoing needs in terms of human resources, logistics, and finances.
  • Identify challenges and propose appropriate solutions or adjustments.
  • Maintain communication with local stakeholders and participate in WASH Cluster meetings.
  • Ensure activities are aligned with project objectives and community needs.

Objective 2: Supervise and Support WASH Field Staff

Key Tasks:

  • Participate in the recruitment and onboarding of WASH team members.
  • Provide day-to-day supervision, promote teamwork, and ensure staff motivation.
  • Organize and facilitate training sessions for field staff and engage in self-learning.
  • Ensure effective internal communication within the WASH team and with other program teams.
  • Assign responsibilities appropriately and ensure proper follow-up.
  • Conduct staff evaluations and provide mentorship for capacity development.
  • Ensure staff safety and report field-level security issues to the Field Coordinator or WASH Manager promptly.

Objective 3: Conduct Needs Assessments and Promote Program Integration

Key Tasks:

  • Lead WASH needs assessments before and during project implementation.
  • Coordinate with other sector field teams to ensure program synergy.
  • Support data collection and share findings with key stakeholders and communities.
  • Work with the WASH team and Program Manager to identify target areas for future programming.

Objective 4: Reporting and Documentation

Key Tasks:

  • Provide timely verbal and written reports to the WASH Program Manager.
  • Submit weekly and monthly activity reports detailing field progress and challenges.
  • Review and validate reports submitted by supervised staff.
  • Contribute to the development of technical documents and project proposals as required.

Objective 5: Representation and Coordination

Key Tasks:

  • Represent JDO at WASH coordination meetings at the regional or district level.
  • Liaise with other WASH actors and ensure collaboration and information sharing.
  • Present JDO’s WASH activities to partners and stakeholders as needed.

Skills and qualifications

Qualifications and Experience:

  • Bachelor’s degree in Public Health, Environmental Engineering, Water Resources Management, or a related WASH field.
  • Minimum of 2 years of relevant field experience in WASH programming.

Skills and Competencies:

  • Strong command of Somali and English, both spoken and written.
  • Proven experience in community-based WASH interventions and participatory approaches.
  • Excellent reporting and documentation skills.
  • Ability to work under pressure and meet deadlines.
  • Good interpersonal skills and ability to work effectively in a multicultural team.
  • Strong organizational and problem-solving skills.
  • Flexible, proactive, and committed to humanitarian values.
