Prequalification Consultancy Services for Knowledge Management and Strategic Communications, USAID/Somalia Evaluation, Learning, and Monitoring Initiative Project, Kenya

Project Summary
The USAID/Somalia Evaluation, Learning, and Monitoring Initiative (ELMI) project operates under an indefinite delivery/indefinite quantity (IDIQ) contract for the provision of Monitoring, Verification, and Reporting (MV&R) activities. Through Task Order 1 under the IDIQ, Social Impact will serve as a third party M&E contractor to collect information on activity performance including conducting monitoring and verification visits to all USG supported sites in Somalia. These services will include monitoring, verification, and reporting (MV&R) services; data quality assessments; engineering, architectural and environmental services; logistical and administrative support services; and performance management support. The period of performance for ELMI Task Order 1 is five years, from June 15, 2022 to June 15, 2027.
Consultancies Description
SI seeks to prequalify consultants to provide consultancy services on need basis. The consultants may be required to travel to Somalia if and when necessary. The prequalified consultant will receive approved SOW from ELMI Somalia operations team upon USAID request.

Skills and qualifications

Implementation of effective Knowledge Management, that includes tacit and explicit knowledge, content management, and knowledge sharing strategies.

Providing guidance on Knowledge Management governance, social networking, and collaboration.

Designing knowledge management content, architecture, and infrastructure.

Supporting field-level resilience partnerships in designing strategic communication plans for communicating learning to high-level stakeholders.

Oversee techniques for information mapping, dissemination, Knowledge Management campaigns, strategies for collecting tacit and explicit knowledge, and knowledge audits.

Demonstrated experience in KM and communications related to resilience, food security, livelihoods, market systems, and/or private sector engagement programming.

Experience managing multicultural teams and third-party evaluation contractors.

Demonstrated commitment to the integration of gender, youth, and social inclusion dimensions.

Regional experience and thorough understanding of USAID East Africa Mission works and context
