Background
Save the Children has worked in Somalia since 1951 when we set up a vocational school for orphaned boys in Somalia. From the early 1970s we have provided emergency assistance when the needs demand. Each year, over a million people benefit from our longer-term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance. SCI (Save the children International) in support of generation of quality information for humanitarian actors periodically conducts nutrition related surveys with the aim of nutrition information gaps at district level.
We believe that the provision of basic social services in education, health, and protection and the strengthening of the government’s capacity to deliver these, along with a concerted effort to work with communities and children to promote their rights, are all central to what we call resilience.
As a critical member of the nutrition community, SCI relentlessly aims to develop its understanding on practical solutions for the sustained collection, interpretation, analysis, and management of nutrition-related data for surveillance and monitoring of the nutrition situation and relevant nutrition programs. Against this background, SCI sought to conduct an independent assessment of the nutritional and food security situation in Kismayo district.
With the current humanitarian situation in Somalia, the ever-changing humanitarian context needs constant updates and specifically to ascertain key indicators that can aid in ensuring appropriate response.
Methodology
The survey will be developed using the SMART methodology. ENA software 2020 Will be used to running all possible analyses expected within a standard SMART survey that includes analysis for standardization test, calculation of samples, selection of clusters and final calculation of wasting both for WHZ score and MUAC.
Sampling: 2-stage Probability proportionate to size sampling will be employed in the survey. The first stage will be a selection of clusters and the second will be selection of HH.
Sample size: The sample size will be calculated using ENA 2020 at the district level. Parameters to be used for the survey will be sourced.
Location: The survey will be conducted at the district level and depending on access all possible settlements will be included in the sampling frame.
Analysis: Analysis of the anthropometric findings will be analyzed and categorized based on WHO standards 2006.
Objectives
The Consultant will oversee the SMART survey and produce quality data on, Anthropometry, common childhood illness, acute food insecurity WASH and Immunization coverage. Additional HH demographic data will be collected.
Primary objectives
- Estimate the prevalence of acute malnutrition in children aged 6-59
- Asses maternal Nutrition status of WCBA (15-49 years) & PLWs by using MUAC of <21cm.
- To determine the coverage of measles vaccination among children aged 9-59 months.
- To determine the coverage of vitamin A supplementation received during the last 6 months among children aged 6-59 months.
- To assess the two-week period prevalence of morbidity among children aged 6- 59 months.
- Estimate mortality rates both CMR and U5MR
- Estimate key IYCF indicators (EI, EBF, CBF,)
- To assess food security indicators including household dietary diversity and Food Consumption Score.
- To determine the population’s access to, and use of, improved water, sanitation and hygiene facilities
- To establish recommendations on actions to be taken to address the situation.
Secondary objectives:
Establish uptake of OTP and SFP.
Roles and Responsibilities
- Save the children:
- The consultancy will be contracted by and report to Save the Children. The project team, country office MEAL staff and technical advisors will provide all the necessary support for the SMART survey. Save the children will provide SMART Survey Protocol and will provide technical assistance (e.g. avail any other documents and information needed etc).
- will cover enumerator recruitments, enumerators costs.

- Liaise with respective line ministries both at federal and Jubbaland state level.
- b) The consultant’s role:
- The consultant will develop training plan for the SMART survey and conduct a full enumerator training for all survey participants for both districts.
- The consultant will conduct standardization test for all enumerators and keep record of the results.
- The consultant will manage pilot test in specific selected clusters from both inside and outside Kismayo district, analyse the data and give feedback before starting data collection.
- The consultant will lead in the collection of all data ensuring quality control measures are in place.
- The consultant will conduct daily data quality checking and share the plausibility report with Save the children team regularly.
- After survey completion:
- The consultant will lead the data cleaning, analysis and generate quality report in line with SMART Methodology quality standards.
- Share the full ENA dataset with all sections completed (planning dataset, standardization dataset, under5 dataset, mortality and morbidity dataset, food security and WASH and other additional indicators dataset).
- Prepare PowerPoint slides for AIM working group validation and share two weeks for validations.
- Making presents of the SMART survey assessment result for the district to AIM working group.
- Address any additional comments from Aim working group.
- After validation share final report with complete dataset and STATA do files for reproducibility.

Deliverables
- Lead training Data collectors and data collection proposal

A report detailing the content of the training. Composition of the participants and key observations (reflections from the training).

Reporting
The consultant will be expected to maintain daily contact with the SCI team assigned to manage the Surveys.
On daily basis data collected will be analyzed by the consultant and feedback given to the teams. The consultant
will be expected to share the daily feedback details to the SCI survey Lead teams.
Time Frame
The consultancy will last approximately 40 days including recruitment and travel. All the 40 days will start when
the contract is signed off and data collection of the two districts will be carried out concurrently.
Terms and Conditions
Consultancy fee: The consultant will come up with his/her own rate which will be subject to negotiation within the bounds of donor requirements and set standards of SC in Somalia the consultant is expected to estimate all relevant costs for the exercise, including costs for data collectors, vehicle rent, venue, stationary, standardization test and accommodation while undertaking activities related to this assignment.
Save the children will provide SMART survey approved protocol, data collection tools, coordinate with MoH both at federal and Jubbaland state level.
Code of conduct
Save the Children's work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children's Code of Conduct sets out the standards which all staff members must adhere to and the consultant is bound to sign and abide to the Save the Children’s Code of Conduct.
A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service. The Consultant will not therefore disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.
An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation, and implementation of the consultancy agreement.
Mandatory Security Training
The consultant shall be expected to go through mandatory On-line Security and Hostage and Kidnap trainings and submit the certificate of completion to SC before the commencement of the task. Failure to deliver this will lead to an automatic disqualification. SC will advise on the security plan on appointment.
