The Social Environmental Agency (SEA) is a national non-profit and non-political organization established in 2017 by Somali intellectuals to address the needs of Internally Displaced Persons (IDPs), returnees, and vulnerable host communities in Somalia, particularly in Jubaland, South West State, and Bannadir Region. SEA operates its headquarters in Kismayo with sub-branch offices in Mogadishu, Baidoa, and Afmadow.

SEA's interventions encompass various sectors including; Food Security and Livelihoods, Water Sanitation and Hygiene (WASH), Health, Protection and Gender-Based Violence (GBV) issues, enabling effective engagement with communities, governments, and donors in projects implementations.

Position Overview:

Social Environmental Agency (SEA) is currently seeking a qualified and dedicated Project Manager to join our

team. This Position will be based in Kismayo, Somalia with regular travel to target locations for managing and

implementing Multi-Purposes Cash assistance (MPCA) project.

Duties and Responsibilities.

The duties and responsibilities of a project manager for livelihoods-cash transfer programs typically include a wide range of tasks aimed at ensuring the effective implementation and management of the project. Here's a comprehensive list of key responsibilities:

1. Project Planning and Design:

o    Develop project plans, including goals, objectives, timelines, and budget allocations.

o    Design strategies for cash transfer interventions aimed at improving livelihoods.

o    Conduct needs assessments and feasibility studies to inform project design.

o    Carry out market survey with the help of project staff.

2.  Implementation Oversight:

o    Coordinate the implementation of cash transfer activities according to project plans.

o    Monitor project activities to ensure they are implemented efficiently and effectively.

o    Manage project resources, including budget, personnel, and materials.

3.  Stakeholder Coordination:

o    Liaise with government agencies, NGOs, community leaders, and other stakeholders.

o    Build partnerships and collaborations to enhance project outcomes and sustainability.

o    Conduct regular meetings with stakeholders to update on project progress and gather feedback.

4.  Monitoring and Evaluation:

o    Develop monitoring and evaluation frameworks to track project performance.

o    Collect and analyze data to assess the impact and effectiveness of cash transfer interventions.

o    Prepare and present reports to stakeholders on project progress and outcomes.

5.  Capacity Building:

o    Identify training needs for project staff and beneficiaries related to livelihoods and cash transfers.

o    Organize and facilitate training sessions and workshops to build capacity.

o    Provide technical assistance and guidance to project staff and partners.

6.  Risk Management:

o    Identify potential risks to project implementation and develop mitigation strategies.

o    Ensure compliance with donor regulations, government policies, and ethical standards.

o    Address challenges and issues that arise during project implementation promptly.

7.  Advocacy and Communication:

o    Advocate for the rights and needs of beneficiaries within the context of cash transfer programs.

 

o    Communicate project goals, achievements, and challenges to stakeholders and the broader community.

o    Raise awareness about the importance and impact of livelihoods-cash transfer initiatives.

8.  Financial Management:

o    Prepare and manage project budgets, ensuring funds are used efficiently and transparently.

o    Monitor expenditure and financial transactions to ensure compliance with financial regulations.

o    Monitor and Supervise finance officer to Prepare financial reports for donor and stakeholders as required on monthly and quarterly basis.

9.  Compliance:

o    Supervise and support compliance officer

o    Ensure the quality and relevance of cash transfer interventions to meet beneficiary needs.

o    Implement feedback mechanisms to gather input from beneficiaries and stakeholders.

o    Continuously improve project strategies based on lessons learned and best practices.

10.  Ethical Considerations:

o    Uphold ethical standards in project implementation, particularly concerning vulnerable populations.

o    Ensure confidentiality and privacy of beneficiary information and data.

 

o    Promote inclusive practices that respect cultural diversity and gender equality. o Uphold and adhere to policy sexual exploitation and abuse(PSEA).

1.  Educational Background:

-  A degree in development studies, economics, business administration, or a related field.

2.  Experience:

o Proven experience in project management, preferably in livelihoods, community development, or related fields.

o  Proven experience of area context working in Somalia in the humanitarian field

o  Experience with donor-funded projects and understanding of donor compliance requirements.

3.  Technical Skills:

o    Strong organizational and analytical skills.

 

o    -knowledge of Microsoft office suits (Excel, word, power point and internet) o Proficiency in project management tools and software

 

o  Strong Report Writing Skills

o  Excellent written and verbal communication skills.

4.  Leadership and Interpersonal Skills:

o    Ability to lead a diverse team and foster a collaborative working environment. o Cultural sensitivity and ability to work effectively in multicultural settings.

5. Commitment to Development Principles:

o    Understanding of sustainable development goals and commitment to principles of equity, inclusion, and social justice.

6.  Language Skills:

o    Proficiency in English is often required and Knowledge of local Somali languages relevant to the project location is a MUST.
