1. About RAAS MFI
RAAS Microfinance Institution LLC is a Sharia-compliant microfinance institution licensed by the Central Bank of Somalia. Established in November 2019, RAAS MFI provides responsible and inclusive financial services to micro, small, and medium enterprises, women entrepreneurs, youth, low-income households, IDPs, and underserved communities across Somalia.
RAAS MFI provides responsible and ethical financial solutions that support business growth, livelihood improvement, employment creation, and community resilience. Its services focus on MSME financing, agriculture, fisheries, livestock, energy, green financing, value chains, and partner-supported financial inclusion programmes.
2. Position Purpose
The Branch Manager will lead and manage the overall operations and performance of RAAS MFI’s Kismaayo Branch. The position is responsible for branch growth, client outreach, quality financing, portfolio performance, staff supervision, client satisfaction, reporting, recovery follow-up, and compliance with RAAS MFI policies, procedures, and Sharia-compliant financing principles.
3. Key Responsibilities
Branch Leadership and Operations
· Manage the daily operations of the Kismaayo Branch and ensure efficient and professional service delivery.
· Prepare and implement branch work plans, outreach plans, monthly targets, and operational priorities.
· Supervise branch staff, assign responsibilities, monitor performance, and ensure accountability.
· Ensure branch activities comply with RAAS MFI policies, procedures, internal controls, and management instructions.
· Maintain proper branch records, client files, financing documents, approvals, repayment records, and operational reports.
· Safeguard branch assets, documents, office facilities, and operational resources.
Business Growth and Client Outreach
· Lead outreach activities to expand RAAS MFI’s client base and market presence in Kismaayo and surrounding areas.
· Identify eligible clients, MSMEs, women-led businesses, community groups, and other potential clients suitable for RAAS MFI financing.
· Promote RAAS MFI products and services professionally, ethically, and in line with responsible financing principles.
· Build and maintain strong relationships with clients, business communities, local authorities, community leaders, and relevant stakeholders.
· Ensure high customer satisfaction by responding to client inquiries, complaints, and service-related issues in a timely manner.
Client Verification and Financing Appraisal
· Ensure all financing applicants are properly interviewed, verified, and assessed before approval.
· Review clients’ business activities, repayment capacity, character, financing purpose, market conditions, and risk profile.
· Conduct and supervise field visits, guarantor checks, business assessments, and community reference checks.
· Ensure only eligible, well-assessed, and qualified clients are recommended for financing.
· Prevent weak appraisals, false information, duplicate clients, and poor-quality financing decisions.
Portfolio Management and Recovery
· Supervise the full financing process, including client identification, appraisal, approval, disbursement, monitoring, repayment, and recovery.
· Monitor branch portfolio performance and maintain strong portfolio quality.
· Follow up on repayment performance, overdue accounts, and recovery action plans.
· Identify early warning signs and ensure timely corrective action before accounts become seriously overdue.
· Support recovery efforts and participate in difficult client follow-ups when required.
· Ensure all financing activities comply with RAAS MFI’s Sharia-compliant financing principles and credit procedures.
Staff Supervision and Performance
· Provide leadership, guidance, and support to branch staff to ensure effective performance.
· Conduct regular branch meetings to review targets, portfolio quality, recovery progress, client outreach, and operational challenges.
· Promote teamwork, discipline, professionalism, integrity, and accountability within the branch.
· Identify staff capacity gaps and recommend coaching, training, or performance improvement measures.
· Ensure staff comply with RAAS MFI’s code of conduct, client protection standards, and operational procedures.
Reporting, Compliance, and Client Protection
· Prepare and submit accurate daily, weekly, and monthly branch reports to Head Office.
· Report on disbursement, repayment, portfolio quality, Portfolio at Risk, client outreach, recovery progress, challenges, and branch performance.
· Ensure compliance with KYC, internal control, risk management, client protection, and Sharia-compliance requirements.
· Promote responsible financing practices and prevent client over-indebtedness.
· Ensure client information is handled with confidentiality and professionalism.
Stakeholder Coordination and Representation
· Represent RAAS MFI professionally at branch level with clients, local authorities, partners, community leaders, and business stakeholders.
· Support coordination with development partners, projects, and relevant institutions operating in Kismaayo when required.
· Promote RAAS MFI’s reputation, credibility, and trust in the local market.
Skills and qualifications
. Required Qualifications and Experience
· Bachelor’s degree in Business Administration, Finance, Banking, Economics, Accounting, Management, or a related field.
· Minimum of 5 years of relevant experience in microfinance, banking, credit management, branch operations, financial services, or a related sector.
· Strong practical experience in client verification, credit appraisal, portfolio management, recovery, and branch supervision.
· Experience working with MSMEs, women entrepreneurs, community groups, and low-income clients is an added advantage.
· Knowledge of Sharia-compliant microfinance products is highly desirable.
· Previous experience in Kismaayo or the Jubaland market is an added advantage.
5. Required Skills and Competencies

· Good understanding of microfinance operations, credit management, and portfolio quality control.

· High level of integrity, confidentiality, discipline, and professionalism.
· Good computer skills, particularly Microsoft Word, Excel, and reporting tools.
· Ability to work under pressure, meet deadlines, and deliver results with minimum supervision.
